Amendments to regulations on organizations signing contracts to implement national science and technology programs in Vietnam are notable points specified in Circular 04/2023/TT-BKHCN dated May 15, 2023 amending the Circular on management of national science and technology tasks promulgated by the Minister of Science and Technology.

According to Circular 04/2023/TT-BKHCN amending Clause 1, Article 12 of Circular 05/2014/TT-BKHCN on organizations signing contracts to perform tasks of the national Science and Technology Program:

Pursuant to the Decision approving the Program's tasks, the Ministry in charge of organizations shall sign a contract to perform tasks with the lead organization according to the form of contract for scientific research and technological development promulgated by the Minister of Science and Technology.

For the tasks of the Program managed by the Ministry of Science and Technology, the Ministry of Science and Technology shall decentralize the funding management unit to sign a contract with the Lead Organization.

(Current regulations: Pursuant to the Decision approving the Program's tasks, the Ministry in charge shall sign a contract to perform the task with the lead organization.

The contract form for performance of tasks is implemented in accordance with Circular 05/2014/TT-BKHCN promulgating "Form of contract for scientific research and technological development".)

Principles of organization and management of national science and technology programs in Vietnam

The principles of organization and management of the National Science and Technology Program according to Circular 05/2014/TT-BKHCN are as follows:

- Comply with the provisions of the Law on Science and Technology and relevant legal documents; ensure the program management responsibility of the Ministry of Science and Technology and the Ministry in charge.

- Ensure that the Program is implemented in accordance with the approved objectives, contents, expected products, and progress.

- Use the program's funds for the right purposes, effectively, without waste, and in compliance with current regulations.
