Hanoi-Vietnam: Newest guidelines on salary grading for officials and public employees

From October 1, 2017, the appointment and salary grading for officials and public employees in the administrative sector in Vietnam shall follow Circular 05/2017/TT-BNV and detailed guidelines in Official Dispatch 4513/LDTBXH-TCCB. To be specific:

Officials and public employees in Vietnam shall be recruited, received, and subject to promotion to the administrative official grades according to Circular 11/2014/TT-BNV.

Regarding the appointment and salary grading plans for officials and public employees in Vietnam"

For officials and public employees entering the Officer grade (Code 01.004):

- Officials and public employees holding a college degree appropriate to the job position being performed shall be appointed to the new Officer grade.

- If currently graded in salary according to Officials of category A0 (according to Decree 204), continue to be graded in salary according to Officials of category A0;- If currently graded in salary according to Officials of category B, regrade the salary according to the guidance in Clause 1 Section II of Circular 02/2007/TT-BNV;

- Officials and public employees currently holding the Principal official grade with a college degree (Code 01a.003) and graded in salary according to Officials of category A0 shall be appointed to the new Officer grade and continue to be graded in salary according to Officials of category A0:

- Officials and public employees without a college degree appropriate to the job position being performed but appointed to the previous Officer grade and graded in salary according to Officials of category B: Continue to be graded in salary according to Category B within 06 years (from October 1, 2017, to October 1, 2023).

For officials and public employees entering the Employee grade (Code 01.005):

- Officials and public employees taking over subordinate, service positions recruited under the law and appointed to the grades of Typing Technician (Code 01.005), Typist (Code 01.006), Technician (Code 01.007), Clerk (Code 01.008), Service Staff (Code 01.009), Security Staff (Code 01.011) (previous) according to Decision 78/2004/QD-BNV dated November 3, 2011, with a secondary degree or higher and graded in salary according to Officials of category B (according to Decree 204), shall be appointed to the new Staff grade and continue to be graded in salary according to that Category B.

- Officials and public employees currently at the grade of Agency Driver (Code 01.010) performing the job of driving the agency, with a driving license issued by the competent authority shall be appointed to the grade of Staff (Code 01.005) and continue to be graded in driver salary of Table 4 (according to Decree 204).

- Officials and public employees without a secondary degree or higher appropriate to the job position being performed shall continue to be graded in salary according to the current staff grade of Table 4 within 06 years (from October 1, 2017, to October 1, 2023).

NOTE:

- For officials and public employees holding the grades of Senior official, Principal official, or official (previous) according to Decision 414/TCCP-VC dated May 29, 1993, to the new specialized administrative official grades corresponding defined in Circular 11/2014/TT-BNV: Continue to enjoy salaries according to that grade.

- For employees working under the policies of labor contracts stipulated in Decree 68/2000/ND-CP dated November 17, 2000, continue to be graded in the salary according to the salary table of subordinate and service employees in state agencies and state public service providers (Table 4 - Decree 204).
