Vietnam: The Social Security Agency of the Ministry of the National Defense shall digitize the list of pension entitlements

According to the Article 39 of the Circular No. 136/2020/TT-BQP, responsibilities of the Social Insurance Agency of the Ministry of National Defense of Vietnam in handling social insurance benefits for military personnel; people doing cipher work receiving salaries like military personnel; national defense officials, workers and public employees; contract workers in agencies, units and enterprises under the Ministry of National Defense (hereinafter referred to as employees) specifically as follows:

- Coordinate with functional agencies in directing, guiding, monitoring and inspecting the preparation of dossiers and settlement of entitlement to social insurance benefits for employees and their relatives according to the guidance in this Circular and regulations of law on social insurance; concurrently, coordinate to solve problems arising during the implementation process;

- Formulate a quality management system according to Vietnamese standards TCVN ISO 9011: 2015 in management of revenue and expenditure of social insurance and health insurance and settlement of social insurance and health insurance regimes to ensure quality and efficiency. Agree with Vietnam Social Insurance on the system of application forms for settlement of social insurance benefits in the Ministry of National Defense;

- Guide the uniform implementation of the system of application forms for settlement of social insurance benefits in the Ministry of National Defense when there is a change;

- Develop a software program for review, approval, management of entitlement to social insurance benefits, transfer to agencies, units and enterprises for uniform implementation within the Ministry of National Defense; develop software to export data according to regulations of Vietnam Social Insurance;

- Receive dossiers, appraise, make decisions on benefits and certify on social insurance books social insurance benefits enjoyed by employees and employees' relatives ensuring strict, correct procedures, processes and time; timely transfer dossiers and ensure adequate funding for payment of social insurance benefits for agencies, units and enterprises in the Ministry of National Defense; issue a decision on adjustment of social insurance benefits after receiving a complete dossier as prescribed in Article 27 of this Circular and issue a decision on cancellation of the decision on enjoyment of social insurance benefits after receiving a complete dossier as prescribed in Article 28 of this Circular;

- Digitize the list of monthly pension and social insurance benefits and transfer it to Vietnam Social Security in the format of an electronic data file (instead of a paper list), including only the following information: Full name, date, month, year of birth, gender, social insurance code, benefit regime, benefit rate, time of enjoyment, and place of enjoyment; concurrently, transfer 01 set of paper dossiers to Vietnam Social Security for management;

- Quarterly, receive, appraise and confirm the payment settlement reports of social insurance benefits; annually, appraise the settlement and summarize the financial work of social insurance for agencies, units and enterprises under the Ministry according to regulations.
