Vietnam: The Military Medical Department is the agency that certifies the date of a soldier's convalescence

On October 29, 2020, the Ministry of National Defense of Vietnam issued the Circular No. 136/2020/TT-BQP providing guidance on dossiers, processes and responsibilities for handling social insurance benefits within the Ministry of National Defense.

According to the Article 39 of the Circular No. 136/2020/TT-BQP, responsibilities of functional agencies of the Ministry of National Defense of Vietnam in handling social insurance benefits for military personnel; people doing cipher work receiving salaries like military personnel; national defense officials, workers and public employees; contract workers in agencies, units and enterprises under the Ministry of National Defense (hereinafter referred to as employees) specifically as follows:

- Department of Personnel, General Department of Politics: Assume the prime responsibility for, and coordinate with functional agencies and units in, directing, guiding, monitoring and inspecting the preparation of dossiers and settlement of entitlement to social insurance benefits for employees and their relatives according to guidance in this Circular and the provisions of the law on social insurance; concurrently, assume the prime responsibility for, and coordinate in, solving problems arising during the implementation process, as well as when there is a change in the dossier for enjoying social insurance benefits.

- Department of Personnel, General Department of Politics; Department of Military Forces, General Staff: Direct the Officials and Military Forces (Salary Labor Organization) units to fully perform their responsibilities in making dossiers and handling social insurance benefits for employees and their relatives; ensure strict, accurate and correct application procedures, procedures, time and regime as guided in this Circular and the provisions of law on social insurance; coordinate to solve problems arising during the implementation process.

- Finance Department of the Ministry of Defense: Coordinate, guide and inspect the payment of social insurance benefits for employees and their relatives and solving problems and problems arising in the implementation of this Circular.

- Department of Military Medicine, General Department of Logistics and Engineering:

+ Direct military medical agencies at all levels to coordinate with personnel agencies (in charge) in completing medical assessment dossiers; identify injuries and illnesses in accordance with the process of implementing the social insurance regime;

+ Organize the deployment of Medical Assessment Councils at all levels in the Army to properly perform their competence and decentralization of tasks, according to the provisions of this Circular; professional guidance and medical assessment, according to the regulations of the Ministry of Health of Vietnam;

+ Guide the issuance of certificate of leave to enjoy social insurance; confirm the date of convalescence to recover health.
