Vietnam: Recruitment Council shall have 05 or 07 members

According to Article 7 of the Decree No. 138/2020/NĐ-CP of Vietnam’s Government, the Recruitment Council is stipulated as follows:

- The head of the agency competent to recruit officials shall decide to establish a recruitment council to organize the recruitment. The Recruitment Council has 05 or 07 members, including:

+ The Chairman of the Council is the head or deputy of the head of the agency competent to recruit;

+ The Vice Chairman of the Council is the leading representative of the staffing department of the agency competent to recruit;

+ Member cum Secretary of the Council is an official in the staffing department of the agency competent to recruit;

+ The other members are the leading representatives of a number of professional and professional divisions related to the recruitment organization decided by the head of the agency competent to recruit officials.

- The Recruitment Council works on the principle of collective, makes decisions by majority; in case of equal voting, the opinion voted by the Chairman of the Recruitment Council shall be followed. The Recruitment Council has the following duties and powers:

+ Establish supporting departments: Applications Check Board, Exam Question Board, Exam Invigilation Board, Exam Paper Heading Board, Exam Paper Marking Board, Grade Review Board (if any), Inspection and Testing Board when organizing round-2 interviews. In case of necessity, the Chairman of the Recruitment Council shall establish a secretariat to assist;

+ Collect and use recruitment fees as prescribed;

+ Check the application form, organize the exam, mark the exam, mark the review according to the regulations;

+ Report to the head of the agency competent to recruit officials to decide on the recognition of the results of the recruitment examination and admission;

+ Settle complaints and denunciations during the recruitment and admission examination;

+ The Recruitment Council dissolves itself after completing its tasks.

- Do not arrange persons whose relationship is the biological father, mother, brother, sister of the candidate or the spouse of the candidate; the spouse, biological or adoptive child of the candidate or the person who is in the disciplinary period or is executing a disciplinary decision to act as a member of the Recruitment Council or a member of the assisting sections of the Recruitment Council.
