Hanoi-Vietnam: Eligibility requirements for taking the preliminary round in the enrollment to the People's Public Security schools

Under 15/2016/TT-BCA, candidates are required to undergo a preliminary round before submitting the applications for registration of enrollment for full-time undergraduate and college programs in the police sector in Vietnam with the following eligibility requirements:

Candidates

(1) Police officers and soldiers on active duty who wish to further their education and are nominated by local police authorities to participate in the enrollment process in Vietnam;

(2) Citizens fulfilling their compulsory service in the People's Public Security Force of Vietnam for at least 24 months as of the enrollment month, who wish to apply and are nominated by their respective units or provincial/local police authorities to participate in the enrollment process;

(3) Students with permanent residence registration in the locality where they register for preliminary enrollment, who are members of the Communist Party of Vietnam or the Ho Chi Minh Communist Youth Union;

(4) Citizens who have completed their compulsory service in the People's Public Security or the military service in the Vietnam People's Army within no more than 12 months from the date of discharge to the date of enrollment.

Education Level

- They have graduated from upper secondary education through full-time education or continuing education. For those who have graduated from post-secondary schools but do not have an upper secondary education diploma, they must study and be recognized for completing the cultural subjects in the upper secondary education program according to the regulations of the Ministry of Education and Training;

- For candidates specified in (3) above, their academic performance during upper secondary education years must be average or higher.

Age

- For police officers and soldiers on active duty, not more than 30 years old (as of the enrollment year);

- For students, not more than 20 years old. If they are ethnic minority students, not more than 22 years old (as of the enrollment year).

Standards for Ethics and Political Qualities:

Ethical Standards:

- Candidates specified in (1) above must not be under disciplinary action or awaiting disciplinary consideration from reprimand level or higher. Candidates specified in (3) must have good conduct or better during their upper secondary education or post-secondary education, are unmarried, and have no biological children.

- For citizens fulfilling or who have completed their compulsory service in the People's Public Security, or completed their military service in the Vietnam People's Army, they must complete their annual duties without violating any disciplinary actions from reprimand level or higher.

Political Qualities: Must meet the regulations of the Ministry of Public Security on the recruitment of personnel into the People's Public Security force.

Health Requirements

Must not have chronic diseases, maintain a balanced physique and posture, and have no deformities or abnormalities.

- Males must be at least 1.64 meters tall and weigh at least 48 kilograms; females must be at least 1.58 meters tall and weigh at least 45 kilograms.

- For students from regions classified as Region 1 (including students eligible for preferential policies in admission from Region 1 or students with permanent residence registration for 5 years in Region 1), and ethnic minority students, the height and weight requirement can be reduced by 2 centimeters and 2 kilograms, respectively, by gender.

- For citizens fulfilling or who have completed their compulsory service in the People's Public Security, or completed their military service in the Vietnam People's Army, the height and weight standards are applied according to current regulations on health examination for citizen recruitment into the People's Public Security. In cases where the police units or provincial/local police authorities have higher height and weight requirements than the general regulations, they must report to the Minister for decision.

One more note is that in the registration year, each candidate is allowed to register for enrollment in only one block, one field of study at one academy or university, and one People's Public Security college.
