On August 12, 2024, the Chief Procurator of the Supreme People's Procuracy of Vietnam issued Circular 02/2024/TT-VKSNDTC regulating emulation and commendation work in the People's Procuracy sector.

1. Standards for awarding the Emulation Flag of the People's Procuracy sector within the People's Procuracy sector in Vietnam from October 1, 2024

According to Article 17 of Circular 02/2024/TT-VKSNDTC, the title "Emulation Flag of the People's Procuracy sector" is annually awarded to the leading collective in the emulation movement of clusters or emulation blocks organized by the People's Procuracy sector, meeting the following standards:

- Meet the standards for the title "Excellent Collective Labor", being an exemplary and outstanding collective within the Sector;

- Exceed the set emulation targets and tasks assigned for the year; Actively launch, respond to, and organize emulation movements with practical, specific goals linked to the implementation of the Sector's political tasks; innovate the content, form, and method of organizing emulation movements, expand advanced models; mobilize the extensive participation and positive response of officials, public employees, and workers, creating motivation and spreading influence within the Sector;

- Maintain internal solidarity; ensure clean and strong party and mass organizations; actively practice thrift, combat waste, prevent corruption, negativity, and other social evils;

- Receive a vote approval rate of 80% or more from the Emulation and Commendation Council of the People's Procuracy sector, counting the total number of council members (if council members are absent, their opinions are collected in writing).

- The title "Emulation Flag of the People's Procuracy sector" is awarded to the collective leading the specialized emulation movement launched by the Sector with a duration of implementation from 03 years or more when summarizing the movement.

2. Four principles of emulation and commendation in the People's Procuracy sector in Vietnam

The principles of emulation and commendation in the People's Procuracy sector in Vietnam  are specified in Article 4 of Circular 02/2024/TT-VKSNDTC including:

- Implement according to Article 5 of Law on Emulation and Commendation 2022 and Article 4 of Decree 98/2023/ND-CP of the Government of Vietnam.

- Focus and unify leadership within the Sector regarding emulation and commendation work of the People's Procuracy sector.

- Ensure democracy, objectivity, substance, efficiency, and promptness; give consideration to small collectives and individuals directly performing tasks; regularly foster and develop collectives and individuals with many achievements, creating conditions for recommending high-form commendations and spreading advanced models; emphasize sudden commendations, discover and select individuals and collectives with excellent initiatives and achievements for commendation.

- When considering commendation for the head of an agency or unit, the achievements of the collective under the individual's leadership must be considered (the commendation form for the head is not higher than that of the collective under their leadership in the working year).

Circular 01/2019/TT-VKSTC of the Chief Procurator of the Supreme People's Procuracy regulating emulation and commendation work in the People's Procuracy sector (amended by Circular 01/2020/TT-VKSTC) ceases to be effective from the date Circular 02/2024/TT-VKSNDTC takes effect.
