On August 12, 2024, the Chief Procurator of the Supreme People's Procuracy of Vietnam issued Circular 02/2024/TT-VKSNDTC stipulating the work of emulation and commendation in the People's Procuracy.

According to the provisions of Article 27 Circular 02/2024/TT-VKSNDTC, the procedures for the announcement, awarding, and receiving of emulation titles and forms of commendation are as follows:

- The ceremony moderator is the representative leader of the unit organizing the ceremony. The unit presiding over the ceremony of announcement, awarding, and receiving of emulation titles and forms of commendation must prepare a script for the ceremony.

- Announcement of the commendation decision for emulation titles, forms of commendation:

+ A representative leader of the agency or unit in charge of emulation and commendation or of the unit organizing the ceremony announces the full text of the commendation decision for emulation titles and forms of commendation;

+ Announcement of the President’s commendation decision: Before the announcement, the announcer invites the traditional flag team (if any), representatives of the committee, the unit leaders, and representatives of the awarded collective's leadership generations (if any) or the awarded individual to the stage to listen to the announcement;

+ Announcement of the commendation decision for emulation titles, forms of commendation by the Government of Vietnam, the Prime Minister; emulation titles and forms of commendation under the discretion of the People's Procuracy: After the announcement, the announcer invites a representative leader of the awarded collective or individual mentioned in the commendation decision to the stage to receive the emulation title or form of commendation.

- Awarding emulation titles, forms of commendation:

+ The person awarding emulation titles, forms of commendation is the one authorized to decide on emulation titles, forms of commendation or the person authorized by the decision-maker, or a representative leader of the higher authority attending the ceremony; the person awarding stands in the center of the stage;

+ Awarding sequence: Attach the Order (or Medal, Badge along with the title) first; then award the Certificate and the Flag of Heroes (for a collective being awarded the Hero title);

+ For collectives with a traditional flag: The awarding person attaches the Order (or Badge along with the title) to the upper right corner of the traditional flag. The position to attach the Order (or Badge along with the title) on the traditional flag is done in order from high to low; For collectives without a traditional flag: The awarding person gives the Certificate with the Order (or Badge along with the title) already attached;

+ Awarding to individuals: The awarding person attaches the Order (or Medal, Badge along with the title) to the left chest of the awardee, then awards the Certificate;

+ Posthumous awarding: The awarding person gives the Certificate with the Order (or Medal, Badge along with the title) already attached to a family representative of the posthumously awarded individual;

+ Awarding emulation titles, forms of commendation in certain special cases such as elderly individuals with weak health, disabled people, or when the commendation decision is for multiple subjects, the presiding agency of the awarding ceremony should seek the opinion of the person authorized to award or the person authorized to award or a representative leader of the higher authority attending the ceremony for a decision.

- Receiving emulation titles, forms of commendation:

+ Receiving commendation forms under the authority of the President: The recipients stand upright in a horizontal line at the center position on the stage to listen to the announcement of the commendation decision;

+ Receiving emulation titles and forms of commendation under the authority of the Government of Vietnam, the Prime Minister: The recipients are invited to the center position of the stage to receive;

+ When receiving the Certificate or Flag, the recipients hold the Certificate or Flag high at chest level with both hands and maintain the posture until leaving the stage;

+ If necessary, a representative of the awarded collective or individual speaks after receiving the commendation;

+ When receiving emulation titles and forms of commendation under the authority of the People's Procuracy, follow the provisions in points b, c, and d, clause 4 of Article 27 Circular 02/2024/TT-VKSNDTC.

- Ceremony assistants:

+ Do not turn their back to the audience; stand behind and to the right (dominant hand) of the person awarding when handing the Order (or Medal, Badge along with the title, Certificate, Flag) to the awarding person;

+ Place the Order (or Medal, Badge along with the title, Certificate) in a tray covered with red fabric; the Certificate must be framed; hold the tray with both hands and hand the Order, Certificate, Flag to the awarding person.

More details can be found in Circular 02/2024/TT-VKSNDTC which comes into force in Vietnam from October 1, 2024.

Circular 01/2019/TT-VKSTC of the Chief Procurator of the Supreme People's Procuracy stipulating the work of emulation and commendation in the People's Procuracy sector in Vietnam (amended by Circular 01/2020/TT-VKSTC) shall cease to be effective from the date Circular 02/2024/TT-VKSNDTC takes effect in Vietnam.
