General principles for implementing mass mobilization in the People's Public Security Forces in Vietnam

Comply with the Party's guidelines, State policies and laws, and directives regarding the implementation of mass mobilization by the People's Public Security Forces in Vietnam, as well as relevant regulations.

Based on the interests of the populace, carry out and protect the legitimate interests of the people, aiming at national solidarity, and promoting the combined strength of the entire population in national construction, defense, and security assurance.

Ensure centralized, unified, and coordinated leadership and direction of the Party Committee and head of the police forces at all levels in the implementation of mass mobilization by the People's Public Security Forces in Vietnam.

Implement mass mobilization according to assigned responsibilities; adapt to practical needs according to specific areas, sectors, and target groups.

(1) Based on the nature of being open or secret:

- Public mobilization involves propaganda, explanation, and motivation of the people through the use of public forces, means, and measures;

- Secret mobilization involves propaganda, explanation, and motivation of the people through the use of secret forces, means, and measures.

(2) Based on the scope of the affected subjects:

- Broad mobilization involves propaganda, explanation, and motivation of the entire society through mass media and education systems;

- Concentrated mobilization involves propaganda, explanation, and motivation of a large group of people in a specific space, time, and place, focusing on one or several specific topics or tasks;

- Individualized mobilization involves propaganda, explanation, and motivation of a specific person or group with distinct characteristics.

(3) Based on the level of contact with the affected subjects:

- Indirect mobilization involves propaganda, explanation, and motivation of the people through intermediaries or intermediary environments without direct contact with the mobilized subjects;

- Direct mobilization involves propaganda, explanation, and motivation of the people through direct contact with the people.

(4) Based on the duration of the impact on the subjects:

- Regular mobilization involves propaganda, explanation, and motivation of the people conducted regularly and continuously;

- Wave-based mobilization involves propaganda, explanation, and motivation of the people conducted at specific times and periods.

- The propaganda method uses arguments, reasons, and evidence to promote people's attitudes, thoughts, psychology, and actions.

- The exemplary method uses exemplary role models and good deeds to stimulate the people's positivity and voluntary spirit.

- The persuasive method integrates speech, writing, evidence, attitudes, and actions to gain people's trust and consensus.

- The method of combining and flexibly using various forms of mass mobilization is based on the requirements and tasks, choosing and combining various specific forms of mass mobilization.

Funding sources for implementing mass mobilization in the People's Public Security Forces in Vietnam

The State budget ensures funding for the implementation of mass mobilization by the People's Public Security Forces in Vietnam according to the regulations of the State Budget Law 2015 and the detailed implementing regulations on the decentralization of state budget management.

Funding sources combined from other programs and projects as prescribed by law (if any).

Funds mobilized from voluntary contributions of organizations and individuals under the form of private investment in; managed by the level that mobilizes it, ensuring proper use, transparency, democracy, and publicity as prescribed by law.
