This is the content mentioned in Circular 09/2024/TT-BCA dated March 13, 2024, regulating the implementation of mass mobilization of the People's Public Security Forces issued by the Minister of Public Security of Vietnam.

Forms of Implementing mass mobilization of the People's Public Security Forces in Vietnam

The mobilization work of the People's Public Security Forces in Vietnam encompasses all activities of the People's Public Security Forces in Vietnam to mobilize the People to strictly implement the Communist Party's guidelines and policies, and the State’s laws; participate in the tasks of building and protecting the Fatherland, safeguarding national security, ensuring social order and safety; build the People's Public Security Forces in Vietnam to be clean, strong, and to consolidate the close relationship between the People's Public Security Forces in Vietnam and the People.

In particular, the forms of mobilization work of the People's Public Security Forces in Vietnam are regulated as follows:

(1) Based on the nature of openness and secrecy:

- Open mobilization involves propagating, explaining, and encouraging the People through the use of open forces, means, and measures;

- Secret mobilization involves propagating, explaining, and encouraging the People through the use of secret forces, means, and measures.

(2) Based on the scope of impact objects:

- Broad mobilization involves propagating, explaining, and encouraging the entire society through mass media and the education system;

- Concentrated mobilization involves propagating, explaining, and encouraging a large number of People within a certain space, time, and location, focusing on one or several specific topics and tasks;

- Individual mobilization involves propagating, explaining, and encouraging a specific individual or group with distinct characteristics.

(3) Based on the interaction with the objects of impact:

- Indirect mobilization involves propagating, explaining, and encouraging the People through intermediaries and intermediary environments without direct contact with the mobilized subjects;

- Direct mobilization involves propagating, explaining, and encouraging the People through direct contact with the People.

(4) Based on the timing of impact on the objects:

- Regular mobilization involves propagating, explaining, and encouraging the People continuously and regularly;

- Periodic mobilization is a form of propagating, explaining, and encouraging the People carried out in specific times and periods.
