1. Principles for the implementation of regimes and policies by reputable people in Vietnam

According to Article 3 of Decision 12/2018/QD-TTg, the principles for implementing policies for reputable people are as follows:

- Prestigious people are selected from villages, hamlets, neighborhood groups, and the like (collectively referred to as hamlets).

- Policies are implemented directly with reputable people, ensuring publicity, transparency, the right subjects, and the right regimes.

- Reputable people are directly managed by the locality, which assigns and decentralizes the implementation of policies and advocacy work, promoting the role of reputable people in the province.

- In the event that a reputable person is entitled to many support policies of the same nature, only one policy with the highest level of support will be enjoyed.

2. Regimes and policies for reputable people in Vietnam

According to Article 5 of Decision 12/2018/QD-TTg, regimes and policies for reputable people are as follows:

2.1. Policy on providing information to reputable people in Vietnam

- Periodically or irregularly, reputable people may disseminate and provide new information on the Party's guidelines and directions, policies, and laws;

Situation and tasks of socio-economic development;

Ensuring national defense, security, and order and the results of the implementation of programs, projects, and policies on ethnic minorities in the locality;

- Reputable people are granted (no collection):

+ 01 Ethnicity and Development Newspaper of the Committee for Ethnic Minorities;

+ 01 provincial newspaper or other form of providing information suitable for reputable people selected by the locality;

- Prestigious people are trained and fostered with knowledge of law, national defense, security, ethnic policies, and skills of mediation, propaganda, and mass mobilization;

- Depending on the specific situation of each locality, reputable people can visit, study, and exchange experiences inside and outside the province on socio-economic development, new rural construction, preservation of cultural identity, and national unity as determined and implemented by the locality.

2.2. Policy of material support and spiritual encouragement for reputable people in Vietnam

According to the decentralization of policy implementation management, reputable people are as follows:

- Visiting and giving gifts on the occasion of Lunar New Year and Tet to ethnic minorities no more than 02 times/year; spending level not exceeding 500,000 VND/person/time;

- Visiting and supporting reputable people who are sick no more than once a year.

Spending level: not more than 3,000,000 VND/person/year for central level;

Not more than 1,500,000 VND/person/year for the provincial level; not more than 800,000 VND/person/year for the district level;

- Visiting and supporting households of reputable people in difficulties (natural disasters, fires).

The level of expenditure must not exceed 2,000,000 VND/family/year for central agencies;

Not more than 1,000,000 VND/family/year for provincial agencies;

Not more than 500,000 VND/family/year for district-level agencies;

- Visiting and encouraging when a reputable person or family member (father, mother, wife, husband, child) dies.

The level of expenditure must not exceed 2,000,000 VND/case for central agencies;

Not more than 1,000,000 VND/case for provincial agencies;

Not more than 500,000 VND/case for district-level agencies;

2.3. Reward policy for reputable people in Vietnam

- Prestigious people with excellent achievements in labor production, socio-economic development, security and order protection, preservation of cultural identity, and national unity are commended and rewardedin accordance with the Law on Emulation and Commendation and current guiding documents on emulation and commendation.

- Delegation of prestigious people organized by the locality to visit and work at agencies of the Party, National Assembly, State, and Fatherland Front at all levels at the central and local levels is welcomed and given souvenirs. The level of gift-giving should not exceed 500,000 VND/person;

Reception expenses shall comply with current regulations on the regime of domestic reception expenses.
