Below are the expenses for hospitality and gifts for certain units and individuals who are ethnic minorities in Vietnam from December 1, 2024.

On October 10, 2024, the Government of Vietnam issued Decree 127/2024/ND-CP amending and supplementing certain articles of Decree 05/2011/ND-CP on ethnic affairs.

According to the provisions of Article 12a of Decree 05/2011/ND-CP (as amended and supplemented in Decree 127/2024/ND-CP), hospitality and gifts for certain units, individuals who are ethnic minorities in Vietnam is regulated as follows:

* Beneficiaries

(1) Former key leaders, senior leaders of the Communist Party and State who are ethnic minorities;

(2) Heroes of the Armed Forces, Labor Heroes, Heroic Vietnamese Mothers, veteran revolutionary officials, pre-uprising officials, exemplary revolutionary combatants, retired armed force officers with the rank of general who are ethnic minorities;

(3) Former leaders of agencies, ministries and central authorities who are ethnic minorities; former Secretary, Deputy Secretary of the Provincial Party Committee, City Party Committee, Chairperson, Vice Chairperson of People's Councils and People's Committees of provinces and centrally-run cities who are ethnic minorities;

(4) People's teachers, elite teachers, people’s artisans, elite artisans, people’s artists, elite artists, people's doctors, elite doctors, professors, associate professors who are ethnic minorities;

(5) Branch secretaries, village leaders, excellent farmers, religious dignitaries and officials who are ethnic minorities with contributions to socio-economic development in ethnic minority areas certified by the commune-level People's Committees;

(6) Ethnic minorities winning international and national awards;

(7) Poor ethnic minority households residing in communes and villages in ethnic minority areas;

(8) Ethnic minorities and ethnic minority households in ethnic minority areas suffering losses due to natural disasters, epidemics, fires, or other unexpected difficulties;

(9) People's Committees of specially difficult communes, armed forces units, health stations, preschool education establishments, continuous education establishments, vocational education establishments, higher education establishments, religious establishments in ethnic minority areas; boarding schools, semi-boarding schools, pre-university schools with achievements and contributions to ethnic affairs and the great national unity bloc, building and protecting the Fatherland;

(10) Delegations of ethnic minorities formed by provincial-level People's Committees or authorized provincial-level ethnic affairs bodies to visit and work with Communist Party, State, Ethnic Affairs Committee leaders.

* Contents and fund levels

- Visit, gift-giving to subjects at points (1), (2), (3). Maximum fund: 5,000,000 VND/person/occasion; not exceeding 10,000,000 VND/person/year;

- Congratulate, gift-giving on occasions of Tet holidays or traditional festivals of ethnic minorities, when leaders of the Communist Party, State, Ethnic Affairs Committee visit and work in localities for the subjects prescribed in points (4), (5), (6). Maximum fund: 1,000,000 VND/person/occasion; not exceeding 3,000,000 VND/person/year;

- Visit, gift-giving on occasions of Tet holidays or traditional festivals of ethnic minorities, when leaders of the Communist Party, State, Ethnic Affairs Committee visit and work in localities for the subjects prescribed in point (7); visit, encourage, gift-giving for the subjects prescribed in point (8). Maximum fund: 1,000,000 VND/person, household/occasion; not exceeding 3,000,000 VND/person, household/year;

Regarding visiting, encouraging subjects prescribed in point (8) suffering human losses, the fund level: 5,000,000 VND/household/occasion; not exceeding 10,000,000 VND/household/year;

- Visit, congratulate, gift-giving to subjects prescribed in point (9). Maximum fund: 20,000,000 VND/unit, organization/occasion/year;

- Organize meeting with delegations, gift-giving to individuals in the delegation as prescribed in point (10). Maximum gift-giving fund: 1,000,000 VND/person/year; other content, fund level according to regulations of the Ministry of Finance of Vietnam on domestic guest policies.

Note: Communist Party, State leaders visit, congratulate, gift-give, encourage, meet the above-mentioned subjects as proposed by the Ethnic Affairs Committee; Ethnic Affairs Committee leaders visit, congratulate, gift-give, encourage, meet the subjects prescribed from point (2) to (10) as mentioned above.

More details can be found in Decree 127/2024/ND-CP which comes into force in Vietnam from December 1, 2024.
