The issuance of licenses to use sporting weapons in Vietnam from January 1, 2025 will be carried out in accordance with the procedures stipulated in Law on management and use of weapons, explosives and combat gears 2024.

Law on management and use of weapons, explosives and combat gears 2024 was passed by the 15th National Assembly of the Socialist Republic of Vietnam, 7th session on June 24, 2024.
What types of sporting weapons are included?
According to Clause 5, Article 2 of the Law on management and use of weapons, explosives and combat gears 2024, sporting weapons include:
(i) Air rifles, explosive bullet rifles, air pistols, explosive bullet pistols, paintball guns, clay pigeon shooting guns, ammunition used for these firearms as listed by the Minister of Public Security, equipped and used for training and sports competition;
(ii) Swords, spears, blades, lances, daggers, bayonets, machetes, batons, brass knuckles, maces, bows, crossbows, darts as listed by the Minister of Public Security used for training and sports competition;
(iii) Basic components of firearms specified in (i) include: gun frame, gun barrel, trigger mechanism, breech block, firing pin.
Procedures for issuance of licenses to use sporting weapons in Vietnam from January 1, 2025
Specifically, Article 26 of the Law on management and use of weapons, explosives and combat gears 2024 stipulates the procedures for issuance of licenses to use sporting weapons in Vietnam from January 1, 2025 as follows:
(1) Procedures for issuance of licenses to use sporting weapons in Vietnam for entities not under the management of the Ministry of National Defense (Hanoi, Vietnam) are as follows:
- The application dossier includes: a proposal document clearly stating the name, address of the agency, organization, enterprise, reason, quantity, type, country of manufacture, brand, serial number, and code of each sports weapon, and the number of the sports weapon equipment license; copies of the invoice, warehouse release slip, or documents proving the legal origin;
- Reissuing the license for the use of sporting weapons in cases of changes in the information about the agency, organization, enterprise, or loss, damage of the usage license.
The proposal document for reissuance must clearly state the name, address of the agency, organization, enterprise; reason for reissuance; quantity, type, brand, serial number, code of each sports weapon; name, personal identification number, or passport number of the contact person.
In case of loss or damage to the license, the proposal document must clearly state the reason for the loss or damage and the handling result;
- The application documents referred to in points a and b of this clause are to be submitted through the National Public Service Portal, the administrative procedure resolution system of the Ministry of Public Security, or sent by post to the competent Police agency as stipulated by the Minister of Public Security (Hanoi, Vietnam); in case of direct submission, the proposal document must supplement the full name, personal identification number, or passport number of the contact person;
- Within 07 working days from the date of receiving a complete dossier, the competent Police agency shall conduct an actual inspection and issue the sports weapon usage license; in case of refusal, a written reply with a clear reason must be provided;
- The sports weapon usage license is only issued to the agency, organization, enterprise equipped and is unlimited in duration.
(2) Procedures for issuance of licenses to use sporting weapons in Vietnam for entities under the People's Army, Militia and Self-Defense Force, Coast Guard, clubs, training institutions, sports training centers, national defense, and security education centers under the management of the Ministry of National Defense are to be implemented according to the regulations of the Minister of National Defense.
More details can be found in the Law on management and use of weapons, explosives and combat gears 2024, which comes into force in Vietnam from January 1, 2025.
