On June 16, 2020, the Ministry of Public Security issued Circular 58/2020/TT-BCT stipulating the procedures for the issuance, revocation of registration, and license plates of road motor vehicles. This circular provides guidance on the procedures to change the business vehicle license plate to a yellow plate for vehicles engaged in transport business activities.

To be specific, Article 11 of Circular 58/2020/TT-BCA stipulates that vehicles engaged in transportation business that have been registered with white plates, black letters, and numbers shall be changed to yellow plates, black letters, and numbers. The procedure for license plate renewal is as follows:
1. Application documents for renewal:
- Vehicle registration application form issued together with Circular 58/2020/TT-BCA;
- Current license plates;
- Owner's identification documents. In the case of Vietnamese owners, they must present their ID card or citizen identification card or household registration book;
- Citizen identification card or ID card or diplomatic ID card, public service ID card in case the authorized person comes to renew the license plate.
2. Renewal procedures:
Once the application documents are complete, the vehicle owner or the authorized person must go to the vehicle registration authority to carry out the renewal procedures. Depending on the type of business vehicle, entities shall base on Article 3 of Circular 58/2020/TT-BCA to determine the authority responsible for carrying out their license plate renewal.
The time for issuing the new license plate is immediately after receiving the valid registration application.
3. Renewal fees:
According to the provisions of Clause 1, Article 5 of Circular 229/2016/TT-BTC, the fee for issuing a new registration certificate along with the license plate is calculated as follows:
Note that vehicle owners engaged in the transportation business are required to change to yellow plates, black letters, and numbers before December 31, 2021.
