Regarding this issue, LawNet would like to answer as follows:

1. Duties and powers of lecturers at district-level political centers in Vietnam

According to Article 28 of the Regulation issued together with Decision 883-QD/BTGTW dated November 24, 2021, stipulating the duties and powers of lecturers at the district-level political center in Vietnam as follows:

* Instructor duties:

- To perform teaching, scientific research, and other professional tasks as assigned by the director of the center. The number of weeks in a year is 44 (equivalent to 1,760 office hours).

- To implement standard teaching hours:

+ Full-time lecturers in a school year are obligated to work 270 hours (equivalent to 810 administrative hours); in which the standard hours of direct teaching in class (or online teaching) must ensure at least 50% of the prescribed norm. A 45-minute classroom (or online) lesson is equal to 1.0 standard teaching hour.

The director of the center shall base his decision on the specific conditions of the unit to determine the appropriate norm of teaching hours for lecturers in a school year, but not more than 15% higher or lower than the norm frame.

+ Lecturers holding leadership positions or concurrently performing other teaching duties are obliged to teach according to the norm rate: center director 10%; deputy director 20% (directors, deputy directors of the center are entitled to class allowances if teaching norms are met); lecturer cum teacher/office/accountant, treasurer/library 40%; Lecturer cum grassroots trade union 70% (if any).

+ Lecturers who take time off, enjoying social insurance benefits, taking leave according to the provisions of the current Labor Code are exempt from or have their standard teaching hours reduced in proportion to the time off.

+ Female lecturers with children under 12 months will be reduced by 15% of the norm, from 12 months to under 36 months, they will be reduced by 10% of the norm. Lecturers go to school in concentration or not, depending on the actual situation, and the Center stipulates the level of exemption or reduction of teaching hours.

+ Other professional tasks shall be converted into standard teaching hours and counted into the total standard teaching hours performed in the year (for conversion, see Appendix I). According to current regulations, lecturers whose teaching hours exceed the norm are entitled to the overtime regime.

- To implement standard time norms for scientific research:

+ Lecturers spend at least 1/5 of their total working time in the year (equivalent to 352 office hours) to perform scientific research tasks, participate in practical summaries, and conduct theoretical studies at the request of the Party Committee in order to improve teaching quality.

+ The director of the center assigns scientific research tasks to lecturers and follows specific regulations on the number of hours of scientific research, the conversion of standard hours of scientific research from types, activities, and products of scientific research.

+ Every year, lecturers complete assigned scientific research tasks corresponding to their titles or positions. In case the lecturer does not complete the scientific research norm, at the end of the year, they can make up the standard teaching time to the standard time of scientific research (if the standard teaching time is exceeded).

- To actively, self-study, self-improve, improve political bravery, professional qualifications, practicing ethics, lifestyle, and pedagogical style contribute to the improvement of public quality and efficiency.

* Instructor's powers:

- To be taught according to the training major, the major is close and appropriate.

- To be trained to improve qualifications, professional training, and professional development.

- To be facilitated in performing assigned tasks, to be informed of new theoretical and practical issues, news, and policies.

- To have 6 weeks of summer vacation (including annual leave), public holidays, Tet, and other holidays according to current regulations of the State. The time of summer vacation is arranged by the Center in accordance with the actual conditions of the unit.

- To enjoy the policy for lecturers as prescribed in Instruction 05.

- Other rights as provided for by law.

2. Duties and powers of students at district-level political centers in Vietnam

Duties and powers of students at the district-level political center, according to Article 29 of the Regulation promulgated together with Decision 883-QD/BTGTW dated November 24, 2021 are as follows:

* Student Duties:

- To strictly comply with the request to convene to attend training and retraining classes.

- To implement training plans and programs according to the prescribed timeframe.

- To have a sense of self-discipline and sense of responsibility in learning; strictly abide by the rules and regulations of the Center and the regulations of the State and the law.

- To respect teachers, managers, and employees of the Center; preserve and protect the assets of the Center.

* Student rights:

- To be respected, to be treated equally, and to be provided with complete and accurate information about their studies;

- To be provided, borrowed, and purchased materials for learning; use the Center's equipment and facilities in accordance with regulations.

- To give feedback to the competent person of the Center on the teaching activities of lecturers and issues related to training and retraining activities.

- To be granted diplomas, transcripts, and certificates of training and retraining programs.

- To enjoy regimes, policies, and other rights as prescribed by the State.
