High School Teachers Must Meet Professional Standards Corresponding to the Level of Teaching

This continues to be one of the notable contents in the Regulations for secondary schools, high schools, and all-level schools expected to be issued in 2020.

High school teachers must meet professional standards corresponding to their teaching level

To be specific, according to Article 20 of this Draft, the standard training level of teachers is stipulated as follows:

- High school teachers must have a bachelor's degree in teacher training (or a bachelor's degree in education) or have a bachelor's degree in an appropriate major and a certificate of pedagogical training according to the requirements of each educational level.

This provision aims to detail the training level standards of teachers as previously stipulated in the Education Law 2019, effective from July 1, 2020. Specifically, Article 72 of the Education Law 2019 stipulates the standard training level of educators as follows:

Article 72. Standard training level of educators

1. The standard training level of educators is stipulated as follows:

b) Have a bachelor's degree in teacher training for primary, secondary, and high school teachers.

In the case that there are not enough teachers with a bachelor's degree in teacher training for a certain subject, they must have a bachelor's degree in an appropriate major and a certificate of pedagogical training;

Currently, according to the charter issued with Circular 12/2011/TT-BGDDT, the standard training levels of teachers are as follows:

+ Have a diploma in secondary education for primary school teachers;

+ Have a diploma in tertiary education or a college diploma and a certificate of pedagogical training for junior high school teachers;

+ Have a bachelor's degree in education or a bachelor's degree and a certificate of pedagogical training for high school teachers.

- Teachers who do not meet the prescribed standard training level must participate in the process of upgrading their training level standards as required by the Government of Vietnam if they fall under the mandatory upgrade category, or follow the regulations on the use of educators who do not meet the standard training level as stipulated by the Ministry of Education and Training if they do not fall under the mandatory upgrade category of the Government of Vietnam.

Additionally, this Draft also stipulates that secondary school teachers must meet professional standards corresponding to the teaching level and conduct evaluations according to the professional standards of teachers as stipulated by the Ministry of Education and Training. (Currently, the charter issued with Circular 12/2011/TT-BGDDT does not contain this content.)
