The act of teachers conducting extra tutoring outside the school without adhering to legal regulations may be subject to a maximum fine of 15 million VND, as proposed in the Draft Decree on administrative penalties in the field of education.

To be specific:
- A fine ranging from VND 2,000,000 to VND 3,000,000 shall be imposed for organizing supplementary teaching activities without ensuring the necessary infrastructure or from VND 4,000,000 to VND 6,000,000 for employing unqualified supplementary teachers according to regulations;
- For teachers receiving salaries from the public service provider's wage fund to conduct supplementary teaching outside the school, a fine ranging from VND 3,000,000 to VND 5,000,000 shall be imposed;
- A fine ranging from VND 8,000,000 to VND 10,000,000 shall be imposed for coercing students into attending supplementary classes;
- A fine ranging from VND 6,000,000 to VND 8,000,000 shall be imposed for organizing supplementary classes as part of the regular school curriculum;
- A fine ranging from VND 6,000,000 to VND 8,000,000 shall be imposed for organizing supplementary teaching activities at an unauthorized location, for unauthorized participants, or for unauthorized content.
Notably, the highest fine range is from VND 10,000,000 to VND 15,000,000 for organizing unauthorized supplementary teaching activities. If already authorized but expired, the fine ranges from VND 8,000,000 to VND 10,000,000.
