Department of Education and Training of HCM City requests proper implementation of policies for teachers

Below is the remarkable content stated in Vietnam's Official Dispatch 310/SGDDT-TCCB in 2021 on the implementation of regimes and policies for officials and employees issued by the Department of Education and Training of Ho Chi Minh City.

Specifically, Vietnam's Official Dispatch 310/SGDDT-TCCB states that through the process of appraising and approving documents related to the implementation of the team's policies and regimes, the Ho Chi Minh City Department of Education and Training realizes that there are still many units that have not fully and accurately implemented policies and procedures for officials and employees.

The Department of Education and Training of HCM City requests proper implementation of policies for teachers (Illustration).

The Department of Education and Training recommends that the units review the contents and properly and fully implement the following policies:

- Preferential allowances: Follow Vietnam's Document 2857/GDDT-TC dated September 9, 2020 on approval of preferential allowances for teachers who are directly teaching in public educational institutions

- Increase the next percentage of the seniority allowance for teachers: To follow Vietnam's Decision 1627/QD-GDT-TC dated 11/12/2012 on delegating the authority to sign the Decision on raising seniority allowance for teachers in public non-business units under the Department of Education and Training;

Note: In the case of the Principal, the unit that submits the application must send it to the Department of Education and Training (Department of Organization and Personnel) in order to receive a % increase in the periodical seniority allowance.

- Terminate the working contract and sign the definite-term and indefinite-term working contracts for public employees according to their competence from September 29, 2020 onward: to follow the Decree dated September 25, 2020 on recruitment, employment, and management of public employees;

- Social insurance payment regime (teacher seniority allowance, position allowance, maternity regime), updating, adjusting, changing salary coefficient in time, opening and closing books according to regulations: to follow the provisions of the Law on Social Insurance 2014;

Note: Every month, the unit submits the withdrawal of the state budget estimate and that month's salary sheet to the Department of Education and Training (Department of Organization and Personnel-CV. Thach Thi Kim Linh).

- Signing the labor contract, settling the employee's leave, and maternity leave coincides with the summer vacation time: Comply with the Labor Code 2019.
