Recently, the Minister of Finance signed and issued Circular No. 182/2013/TT-BTC providing guidance on the development and issuance of national technical standards for national reserve goods.
Based on Circular 182/2013/TT-BTC, the Ministry of Finance (General Department of State Reserves) shall register the national technical standards for national reserve goods at the Ministry of Science and Technology (General Department of Standards, Metrology, and Quality) no later than 15 days from the date of issuance of the national technical standards for national reserve goods.

Additionally, Circular 182 also stipulates that the registration dossier for national technical standards for national reserve goods shall comply with the provisions of Clause 2, Article 13 of Decree 127/2007/ND-CP, including:
- Official Dispatch proposing the registration of national technical standards for national reserve goods as guided by the Ministry of Science and Technology;- A copy of the national technical standards for national reserve goods;- Circular promulgating the national technical standards for national reserve goods.
Thus, the Ministry of Finance (General Department of State Reserves) is the authorized entity to perform the registration of national technical standards for national reserve goods at the Ministry of Science and Technology (General Department of Standards, Metrology, and Quality).
