On December 27, 2024, the Ministry of Construction of Vietnam issued Decision 1251/QD-BXD on the 2025 Administrative Reform Plan of the Ministry of Construction.

The detailed plan for administrative reform in 2025 in Vietnam focuses on the following 7 key tasks:

(1) Regarding direction and administration, which includes tasks:

- Develop the 2026 Administrative Reform Plan;

- Implement programs and plans of the Government of Vietnam's Steering Committee for Administrative Reform, conclusions of the Government of Vietnam's Steering Committee for Administrative Reform; tasks of members of the Government of Vietnam's Steering Committee for Administrative Reform;

- Define the responsibility of the head of units under the Ministry in administrative reform work;

- Deploy information and propaganda work about administrative reform on the electronic information portal of the Ministry of Construction, the press, and other forms of promotion;

- Strengthen inspection of the implementation of administrative reform work and administrative procedure control at agencies and units under the Ministry;

- Focus financial resources to effectively serve the administrative reform programs and plans of the Ministry;

- Implement tasks assigned by the Government of Vietnam, the Prime Minister of the Government of Vietnam;

- Respond to recommendations of individuals and organizations to resolve difficulties and obstacles related to institutions and policies under the management scope of the Ministry.

(2) Regarding institutional reform, which includes tasks:

- Program for developing legal normative documents;

- Monitor the enforcement situation of laws and administrative violation handling laws;

- Check, review, and systematize legal normative documents;

- Promote legal education and provide legal support to enterprises;

- Inspect and supervise the implementation of state management policies and laws within the Ministry’s jurisdiction; resolve complaints, denunciations, and prevent corruption and negativity.

(3) Regarding administrative procedure reform, which includes tasks:

- Control and reform regulations on administrative procedures;

- Control and reform the implementation of administrative procedures serving citizens and enterprises;

- Receive and handle complaints and recommendations from organizations and individuals regarding administrative regulations;

- Other specific tasks related to administrative procedure reform.

(4) Regarding organizational apparatus reform, which includes tasks:

- Continue innovating and arranging the administrative apparatus to be streamlined and improve state management effectiveness and efficiency in the construction sector in the spirit of Resolution 18-NQ/TW;

- Complete the review and reorganization of the internal structure of administrative units under the Ministry as stipulated in Decree 101/2020/ND-CP dated August 28, 2020, by the Government of Vietnam;

- Implement solutions to renew the organizational and management system, improve quality and operational efficiency, and enhance autonomy and accountability mechanisms in public service providers in the construction sector in the spirit of Resolution No. 19-NQ/TW; review and reorganize public service providers under the Ministry according to the provisions in Decree 120/2020/ND-CP dated October 7, 2020, by the Government of Vietnam; manage the number of employees according to regulations;

- Continue implementing the cadre staffing plan in administrative agencies and organizations under the Ministry of Construction;

- Continue implementing the staffing usage plan in public service providers not yet self-financing recurrent expenditures of the Ministry of Construction;

- Develop a Decision to allocate official staffing in administrative agencies and organizations of the Ministry of Construction;

- Complete the plan to transfer Lilama 1 Vocational College, Sam Son Nursing - Rehabilitation Center, Southern Construction Industry Nursing - Rehabilitation Center to local management according to Decision 996/QD-TTg dated August 25, 2023, by the Prime Minister of the Government of Vietnam issuing a list of public service providers under the Ministry of Construction.

(5) In terms of civil service policies reform, including tasks: Conduct professional and skills training for officials and public employees; evaluate officials and public employees of units under the Ministry; Implement the training and development plan for officials and public employees; continue to consolidate officials and public employees in accordance with the job competency framework requirements. Enhance the rotation of leadership and management officials as per regulations; periodically change the job positions of officials within the Ministry's agencies and units as per regulations; promptly and fully implement legal compliance concerning policies for officials, public employees, and workers.

(6) In public financial reform, including tasks:

- Continue completing the process of handing over public service providers subject to reorganization under Decision 996/QD-TTg by the Prime Minister of the Government of Vietnam;

- Implement Document No. 13749/BTC-NSNN dated December 14, 2024, from the Ministry of Finance on guidance for handling assets, finances, and state budgets during the organizational restructuring process;

- Strengthen guidance, inspection, supervision, and periodical and special reports on the management and use of finance and public assets; ensure transparency and openness in state budget usage; practice thrift and combat wastefulness in units under the Ministry; expedite and enhance disbursement efficiency of public investment funds;

- Continue amending, supplementing, and implementing Decision 162/QD-TTg dated January 31, 2018, by the Prime Minister of the Government of Vietnam issuing a list of public services funded by the state budget managed by the Ministry of Construction;

- Implement tasks as stipulated in Decree 60/2021/ND-CP dated June 21, 2021, of the Government of Vietnam regulating the financial autonomy mechanism of public service providers; implement policies of autonomy and accountability for using staffing and administrative management funds for state agencies according to Decree 130/2005/ND-CP dated October 17, 2005, of the Government of Vietnam;

- Implement the 2025 audit plan according to Decision 1975/QD-KTNN dated December 11, 2024, by the Auditor General of the State Audit Office;

- Implement the Law on Management and Use of Public Assets and the guiding documents of the Law;

- Execute tasks on financial and asset management at enterprises where the Ministry of Construction represents the state owner: Determine enterprise value for equitization; determine the value of state capital at the time of transfer from the state to joint-stock companies; monitor financial performance and evaluate operational efficiency for enterprises.

(7) In building and developing the e-government and digital government of the Government of Vietnam, including tasks:

- Publicly disclose the results of service quality evaluation for citizens and businesses in administrative procedure resolution by the Ministry according to Decision 766/QD-TTg dated June 23, 2022, by the Prime Minister of the Government of Vietnam;

- Build a national database on construction activities;

- Upgrade the Ministry of Construction's data center;

- Deploy cloud computing platforms for the Ministry of Construction;

- Upgrade the electronic document management system; the Ministry of Construction's Electronic Information Portal; the Information system on housing and real estate market; the Information system for administrative procedure resolution at the Ministry of Construction; the Construction Practice Capacity System;

- Build a centralized digital governance platform for the construction sector;

- Upgrade the software for digitizing results of administrative procedure resolution by the Ministry of Construction; upgrade the electronic data management warehouse for organizations and individuals in the Administrative Procedure Resolution Information System of the Ministry of Construction;

- Continue applying the ISO quality management system according to national standards at administrative units under the Ministry.
