Approval of the Scheme for construction and management of the National Database System on planning in Vietnam

On January 2, 2025, the Prime Minister of Vietnam approved the Scheme for the development and management of the National Database System on planning in Vietnam.

On January 2, 2025, the Prime Minister of Vietnam issued Decision 06/QD-TTg approving the Scheme for the Construction and Management of the National Database Information System on Planning.

The National Database Information System on Planning in Vietnam (hereinafter referred to as the National Database System on Planning) is constructed and operated in a centralized and unified manner nationwide, in accordance with the e-Government Architecture Framework, the Digital Government of Vietnam, and complying with national technical standards and regulations; in alignment with the guidelines and policies of the Communist Party, and the laws of the State.

In Decision 06/QD-TTg, the Prime Minister outlined the necessary tasks to be carried out in the Scheme for the Construction and Management of the National Database System on Planning. To be specific:

(1) Complete the legal framework, issue regulations and technical guidelines for building and implementing the National Database System on Planning

- Propose amendments to the Planning Law and develop related legal documents to create a legal corridor for the operation of the National Database System on Planning.

- Develop a Decree regulating the construction, updating, maintenance, and exploitation, and use of the national database on planning.

- Develop and issue a regulation on coordination in collecting, managing, connecting, sharing, and using information and data in the National Database System on Planning in the digital environment.

- Research, develop, and issue circulars and guidelines on structure, technical requirements, technological solutions, and regulations on data collection, processing, standardization, updating, management, operation, connection, provision, sharing, exploitation, and use of the planning document database of the National Database System on Planning.

- Review and simplify administrative procedures related to planning based on the exploitation and reuse of the National Database System on Planning.

(2) Build the information technology infrastructure to ensure the deployment of the National Database System on Planning

- Develop information technology infrastructure at the Ministry of Planning and Investment to manage, operate, exploit, and share the national database on planning ensuring information system safety at a minimum level of 3; simultaneously build backup technical infrastructure to facilitate the deployment of the national database on planning to operate in parallel, ensuring data backup capacity and disaster recovery capability.

- Invest in modern equipment and utility tools to ensure the construction, collection, updating, processing, and analysis of data in the National Database System on Planning.

- Develop software for the National Database System on Planning to meet the requirements of state management on planning, serve the directive and executive orders of leaders at all levels, and the needs for exploitation and information sharing on planning of agencies, organizations, and individuals.

(3) Develop the national database on planning

- The national database on planning includes a collection of planning information and data arranged and organized for access, provision, sharing, management, exploitation, and updating through electronic means, including:

+ The planning document database at national, regional, and provincial levels that has been approved and stored under the provisions of Article 44 of the Planning Law.

+ The technical and specialized planning document database as prescribed in the Planning Law, special administrative-economic unit planning, urban and rural planning.

+ The national geographic infrastructure database is standardized and regularly updated.

+ Other information and data related to planning.

- Collect and synchronize data: Collect data from ministries, central authorities and local authorities, agencies, and organizations related to planning. Synchronize this data into a single national database to ensure consistency and integrability.

- Regularly update and maintain: The national database on planning is regularly updated and maintained, ensuring the most current and reliable planning information.

(4) Manage, operate, exploit, share the national database on planning

- Build and implement measures to ensure network information security and cybersecurity for the national database on planning when connecting and sharing data with the databases of ministries, central authorities and local authorities.

- Manage and operate the National Database System on Planning to ensure seamless and continuous operation 24/7; perform data backup and have disaster recovery capabilities.

- Allocate personnel to ensure adequate capacity to perform tasks of building, collecting, processing, synchronizing data, updating, managing, operating, connecting, sharing, exploiting the National Database System on Planning.

(5) Training and professional development

- Train, foster, and provide professional training related to planning, data science, GIS, information technology, data collection, processing, synchronization, updating, management, operation, connection, sharing, and exploitation of the National Database System on Planning.

- Train, foster, and provide training to raise awareness about network information security and cybersecurity.

- Learn from international experiences, enhance cooperation with countries and international organizations to acquire experience, resources, and techniques to implement and execute the Scheme.
