Vietnam: Regulations on the preparation, approval, allocation of estimates for membership fees of the International Civil Aviation Organization, payment, and finalization thereof

Recently, the Ministry of Finance of Vietnam issued Circular 60/2014/TT-BTC providing guidelines for policies on the collection, payment, management, and use of membership fees of the International Civil Aviation Organization (ICAO).

Circular 60/2014/TT-BTC stipulates the preparation, approval, allocation of estimates, payment, and finalization of membership fees of the International Civil Aviation Organization (ICAO) in Vietnam as follows:

- Annually, based on the fees notified by ICAO, the balance of the previous year's funds, the estimated expenses for the year as stipulated in Article 5 of Circular 60/2014/TT-BTC, on the principle of economy, efficiency, and suitability with the actual situation, in the first quarter, the Civil Aviation Authority of Vietnam prepares an estimate of membership fees of the ICAO according to the revenue and expenditure estimate form as Appendix 01 attached to Circular 60/2014/TT-BTC, submits it to the Ministry of Transport for consideration, and sends it to the Ministry of Finance for approval. Based on the approval document from the Ministry of Finance, the Ministry of Transport allocates the revenue and expenditure estimate of membership fees of the ICAO to the Civil Aviation Authority of Vietnam.

- Annually, before January 15, the Civil Aviation Authority of Vietnam issues a document requesting units to advance 50% of the previous year's approved membership fees of the ICAO. After receiving the decision to allocate the revenue and expenditure estimate of membership fees of the ICAO from the Ministry of Transport, the Civil Aviation Authority of Vietnam balances and notifies the units of the remaining amount to be paid.

- Based on the decision to allocate the revenue and expenditure estimate of membership fees of the ICAO from the Ministry of Transport, the Civil Aviation Authority of Vietnam organizes the collection, management, and use of the funds in accordance with current state regulations and this Circular's stipulations, adhering to the principles of economy, efficiency, and proper use.

- At the end of the financial year, the Civil Aviation Authority of Vietnam prepares a report on the settlement of membership fees of the ICAO, consolidates it into the overall financial statement of the Civil Aviation Authority, and submits it to the Ministry of Transport for approval as per regulations. Any unspent membership fees of the ICAO for the year are carried forward to the next year.
