Principles of operation for the Civil Aviation Authority of Vietnam are stipulated in Article 3 of the Regulations as follows:
- The Civil Aviation Authority of Vietnam operates under a head leadership policy, emphasizing the responsibility of the head. The Director General is personally accountable to the Minister of Transport for all tasks within his/her functions and authority, even after delegation or authorization to the Deputy Director General. All activities of the Civil Aviation Authority, its leadership, and the agencies and units under the Authority must ensure the leadership of the Communist Party, comply with the Constitution, laws, and the working regulations of the Ministry of Transport and the Civil Aviation Authority of Vietnam.
- Emphasizing personal responsibility, each task is assigned to only one agency, unit, or individual who takes the lead and is primarily responsible. The head of the agency or unit assigned a task bears the primary responsibility for the task, even if it has been delegated to their deputy. The agency or unit tasked with coordinating and resolving actions must cooperate with related agencies and units and is responsible for the final outcome of the assigned task before the leadership of the Civil Aviation Authority of Vietnam.
- Proactively resolve tasks within the delegated authority, ensuring compliance with procedures, processes, and deadlines in line with the law, program, work plan, and working regulations of the Ministry of Transport and the Civil Aviation Authority of Vietnam, except in cases of urgent requests or other requirements from higher authorities.
- Ensure coordination requirements, exchange of information in resolving tasks, and in all activities as per the functions, tasks, and powers prescribed by law; subordinates are to follow the leadership and directives of their superiors.
- Ensure transparency and accountability, advance the application of information technology in activities, direction, management, and task resolution of the Civil Aviation Authority of Vietnam and its agencies and units.

- The large orientations, tasks, and solutions across all work areas of the Civil Aviation Authority of Vietnam, such as:
+ Development, submission, and implementation of legal documents, strategies, planning, programs, projects, mechanisms, policies, technical standards, and civil aviation technical norms;
+ Management of airports and aviation infrastructure assets;
+ Management of air transport and general aviation;
+ Management and operation of aircraft; aviation safety work;
+ Flight operation management;
+ Aviation security management; advisory work for the Ministry of Transport to fulfill its function as the Standing Agency of the National Civil Aviation Security Committee;
+ Environmental protection work;
+ Management of investment projects in the aviation sector;
+ Financial management, assets, accounting, state budget;
+ International cooperation work;
+ Inspection, examination; anti-corruption, thrift practice, anti-wastefulness;
+ Organization and personnel work, human resource development and administrative reform; management of organizational structure, staffing, officials and public employees, workers; implementation of salary policies, incentive policies, training, fostering, reward, and discipline for officials and public employees, workers of the Directorate;
Scientific research, development, application, and transfer of technology in the field of civil aviation; developing and implementing information technology projects, building a database, and information services to support management and exploitation in the civil aviation domain.
- Activities of the leadership of the Civil Aviation Authority of Vietnam; other schemes that are not legal documents and strategies, planning; communication work.
