The Civil Aviation Authority of Vietnam has issued the implementation plan for the National Strategy on attracting and utilizing talents until 2030, with a vision towards 2050.

On November 8, 2024, the Director of the Civil Aviation Authority of Vietnam issued Decision 2733/QD-CHK on the Plan for Implementing the National Strategy on Attracting and Utilizing Talents until 2030, with a vision to 2050.
In the Plan for Implementing the National Strategy on Attracting and Utilizing Talents until 2030, with a vision to 2050, the Civil Aviation Authority of Vietnam has outlined the tasks and solutions as follows:
(1) Innovate thinking, raise awareness and responsibility in implementing policies for attracting and utilizing talents
- Disseminate the Party's guidelines and the State's legal policies on attracting and utilizing talents.
- Enhance awareness and sense of responsibility of the leaders and officials and public employees regarding the position, role, significant contributions of talents; the significance and importance of policies on attracting and utilizing talents in building and developing the industry and fields.
- The outcome of policies on attracting and utilizing talents will be part of the evaluation content for agencies, organizations, and units.
(2) Develop and complete the institutional and policy system to attract and utilize talents
- Research and propose amendments and supplements to the Party's regulations concerning the planning, training, fostering, and appointment of talents working in agencies and units, regardless of seniority, working time, qualifications, regions, and age.
- Advise, review, and propose amendments to the regulations of the Law on Officials, Public Employees, Law on Cadres, and other relevant laws to attract and utilize talents.
- Review and propose developing and completing laws regarding attracting, utilizing talents; recruitment, use, and management of officials and public employees and incentive policies for talents.
- Research and propose developing a framework policy to attract and utilize talents in agencies and units under the Civil Aviation Authority of Vietnam.
(3) Encourage and identify, recommend talents
- Encourage, emphasize the responsibility of individuals introducing and recommending talents; ensure transparency, openness, and democracy in recommending, introducing, and recognizing talents.
- Promote the role and responsibility of individuals and organizations in identifying, recommending, introducing talents, ensuring accuracy, objectivity, democracy, openness; proactively and actively cooperate with educational and training institutions to early identify young talents who are students.
(4) Improve the quality, create breakthroughs in training and fostering talents: Innovate training programs and professional aviation knowledge development towards maximizing the distinctive abilities of talents.
(5) Enhance the leadership and management team's quality in identifying, attracting, and utilizing talents
- Enhance the quality of leadership and management teams at all levels to effectively detect, attract, and utilize talents within each agency, organization, unit.
- Perfect the mechanism for the use and management of job positions, ensuring scientific, rigorous, and unified bases to place the right person in the right job and utilize talents.
(6) Strengthen cooperation, exchange, and international integration on talents: Actively cooperate and participate in forums to exchange and share experiences of nations on attracting and utilizing talents in aviation.
(7) Create a fair, professional working environment; a civilized, modern living environment
- Organize learning and strictly implement regulations on official, professional ethics, and workplace culture. Build a working environment of solidarity, fairness, democracy, friendliness, humanity; encourage innovation, creativity, respect differences; leverage the collective strength alongside talents' creative capacity.
- Continue to promote anti-corruption, negative practices; effectively implement power control and fight against position-purchasing; ensure development and advancement opportunities for talents.
(8) Enhance information and propaganda work on attracting, utilizing talents in the transport sector
- Innovate content, diverse and flexible forms and methods suitable for information and propaganda on attracting and utilizing talents. Organize and maintain specialized sections on attracting, utilizing talents on the electronic portal of the Civil Aviation Authority of Vietnam and electronic pages of agencies and units.
- Enhance propaganda, mobilization, stir up patriotism, and national pride to encourage overseas Vietnamese talents to return and contribute to their homeland.
- Timely encourage talents' contributions through commendation, praise, honoring, and awarding top prizes according to the Ministry of Transport's Plan.
(9) Encourage organizations, individuals, and agency heads to implement talent policies and strictly, promptly handle talent policy violations
- Review, propose, and promulgate regulations on mechanisms, policies, and responsibilities to protect talents as guided by the Ministry of Transport of Vietnam.
- Commend individuals and organizations with achievements in recommending, attracting, nurturing, and utilizing talents; strictly handle acts of obstruction and suppression of talents as guided by the Ministry of Transport of Vietnam.
- Effectively attract and use resources for attracting and utilizing talents; ensure that state budget financial resources are invested in talent attraction and utilization activities substantively through feasible and effective solutions as guided by the Ministry of Transport of Vietnam.
