On December 11, 2024, the Civil Aviation Authority of Vietnam issued Decision 3088/QD-CHK regarding the Plan for administrative reform in 2025 of the Civil Aviation Authority of Vietnam.
The Civil Aviation Authority of Vietnam announced the Administrative Reform Plan for 2025 with the following objectives:
* Command and management: To conduct scientific, seamless, effective and efficient command and management activities, ensuring the harmony and comprehensiveness of the administrative reforms objectives to build a professional, modern, and sustainable development Civil Aviation Authority of Vietnam.
* Institutional reform:
- Continue to complete the institutional system in the field of civil aviation to ensure consistency and synchronization within the legal system to mobilize and effectively utilize all resources for the development of civil aviation; enhance management and supervision capacity to ensure aviation security and safety by the state management agency and aviation authority.
- Actively continue reviewing, systematizing legal normative documents and legal frameworks to promote digital transformation in the field of civil aviation, effectively serving the construction and development of the digital Government of Vietnam, digital platform, and digital society of the Ministry of Transport of Vietnam.
* Administrative procedure reform:
- Continue implementing simplification and reduction of administrative procedures in the field of civil aviation. Focus on reducing and simplifying at least 20% of regulations and cutting at least 20% of compliance costs related to business activities in currently effective legal normative documents in the field of civil aviation.
- Complete the innovation of implementing single-window and interlinked single-window mechanisms in resolving administrative procedures of the Civil Aviation Authority of Vietnam to enhance service quality, regardless of administrative geographical boundaries; increase IT application, reduce travel time, social costs, and create favorable conditions for citizens and businesses.
- Strengthen IT application in executing and resolving administrative procedures, continue accelerating the roadmap to provide online public services, ensuring:
(1) At least 80% of administrative procedure records are transferred internally within the Civil Aviation Authority of Vietnam among competent authorities or relevant agencies, executed electronically.
(2) At least 80% of administrative procedures under the authority of the Civil Aviation Authority of Vietnam, which require financial obligations, are implemented with online payments; with transactions achieving at least 45% online payment rate on the national public service portal.
(3) 80% of complete online public services out of the total eligible administrative procedures on the national public service portal.
(4) 80% of citizens and businesses do not have to provide previously approved information, documents, or materials when executing administrative procedures under the authority of the Civil Aviation Authority of Vietnam, as the resolving agencies are managing them, or they have been interconnected and shared by the state agencies.
+ Aim to achieve 100% digitalized outcome of solving currently effective administrative procedures under the authority of the Civil Aviation Authority of Vietnam to ensure data connectivity and sharing in resolving administrative procedures in the electronic environment.
+ Strive for 100% administrative procedures within the Civil Aviation Authority of Vietnam to be announced, publicized, and promptly updated.
+ Achieve at least 95% satisfaction level from citizens and businesses regarding the resolution of administrative procedures and service provision of state administrative agencies in the aviation sector.
* Reform of organizational structure of state administrative apparatus:
- Continue reviewing the organizational structure of offices under the Civil Aviation Authority of Vietnam; organization, functions, tasks, and authority of the aviation authority to ensure effective and efficient operation.
- Continue reviewing and reorganizing public service providers according to the directives of the Government of Vietnam and the Ministry of Transport.
* Reform of public service policies:
- Continue reviewing, updating, adjusting, and constructing job positions according to the guidance of the Ministry of Home Affairs and directives of the Ministry of Transport, ensuring reasonable structure, meeting job position standards and competency framework as prescribed.
- Develop a plan to attract and utilize talents to work in the agencies and units under the Civil Aviation Authority of Vietnam.
- Implement regulations on recruitment, conversion of public employee payroll to official at aviation authorities.
- Develop a team of aviation safety supervisors, aviation security supervisors, and aviation service quality supervisors with professional qualifications meeting standards as recommended by the International Civil Aviation Organization (ICAO).
* Public financial reform: Use financial resources economically and effectively, enhance budget expenditure management; report to competent authorities on the retention, abolition, or continuation of maintaining special mechanisms for officials and public employees of the Civil Aviation Authority of Vietnam.
* Develop and enhance the digital Government of Vietnam:
- Ensure interconnected data integration for effective IT application implementation nationwide regarding state management operations of the Civil Aviation Authority of Vietnam and data exchange among affiliated units and enterprises, agencies, and units in civil aviation operations with the Ministry of Transport and state agencies.
- 100% of policy reports in the aviation sector are standardized and managed via the IT application system of the Civil Aviation Authority of Vietnam, interconnected with the reporting information system of the Ministry of Transport .
- 100% of administrative procedure records resolved under the Civil Aviation Authority of Vietnam authority are monitored and managed for processing progress on the Public Service Portal and electronic single-window system, with all popular public services related to many citizens and businesses executed online at levels 3 and 4, integrated on the national public service portal; at least 50% of records submitted online at levels 3 and 4.
- 95% of work records are processed in the network environment (excluding work records within the scope of state secrets); at least 50% of meetings are conducted online, shortening meeting time by 30-50%, minimizing the use of paper documents through the Information System serving meetings and work handling, electronic office.
- Fully provide open data of the aviation sector regarding annual statistical data and information types publicized pursuant to law.
- Ensure network safety and security for IT application systems of the Civil Aviation Authority of Vietnam, including critical information systems connected and data exchanged via the specialized data transmission network of the Communist Party, State, and the Ministry of Transport .
