Vietnam: Principles of collecting membership fees of the International Civil Aviation Organization

This is an important content stipulated in Circular 60/2014/TT-BTC of the Ministry of Finance of Vietnam, providing guidelines for policies on the collection, payment, management, and use of membership fees of the International Civil Aviation Organization (ICAO)..

According to Article 2 of Circular 60/2014/TT-BTC, the principles of collecting membership fees of the International Civil Aviation Organization in Vietnam are stipulated as follows:

- The membership fees of the International Civil Aviation Organization are collected annually in US Dollars (USD) or Canadian Dollars (CAD) and follow the current foreign exchange management regulations.

- The total amount of membership fees of the International Civil Aviation Organization to be collected in the year is approved by the Ministry of Transport and the Ministry of Finance, allocated by the Civil Aviation Authority of Vietnam, and collected from units according to the provisions of Article 3 of this Circular.

- The collection of membership fees of the International Civil Aviation Organization must meet the following requirements:

The fee rates, the calculation method, the method and address for collecting and paying the membership fees of the International Civil Aviation Organization must be publicly announced;

Fee payers shall make payments via bank transfer (accompanied by a money transfer order confirmed by the bank where the unit deposits the money). Fees can be paid in Vietnamese Dong converted from US Dollars (USD) or Canadian Dollars (CAD) according to the interbank exchange rate at the time of submitting the membership fees of the International Civil Aviation Organization.

The fee allocation is as follows:

- 50% allocated to aviation transport enterprises;

- 30% allocated to the Vietnam Air Traffic Management Corporation;

- 20% allocated to the Airports Corporation of Vietnam.

The membership fees of the International Civil Aviation Organization allocated to aviation transport enterprises are divided among the enterprises according to the passenger transport volume of the previous year.

The Civil Aviation Authority of Vietnam receives and aggregates the annual passenger transport volume of aviation transport enterprises and report it to the Ministry of Transport to serve as the basis for dividing the membership fees of the International Civil Aviation Organization among aviation transport enterprises.
