Vietnam: Motor vehicle design dossier according to Circular 54

This is one of the important contents specified in Circular No. 54/2014/TT-BGTVT promulgated on October 20, 2014 amending, supplementing some articles of the Circular No. 30/2011/TT-BGTVT dated April 15, 2011 by the Minister of Transport of Vietnam stipulating the inspection of technical safety, quality and environmental protection in manufacturing and assembling motor vehicles.

Circular No. 54/2014/TT-BGTVT of the Ministry of Transport of Vietnam amends the design dossier as follows:

The motor vehicle design dossier includes:

- The explanation of motor vehicle technical design (original copy);

- The technical drawing (original copy);

- The sheet of specification and technical features of the parts, import system relating to the design and calculation contents (the authenticated copy of the photocopy verified by the designing facility).

Design dossier exemption: For motor vehicles produced and assembled under the foreign trademarks and designs, producing facilities are exempted from making design dossiers when providing the following substitute documents:

- Technical drawing of a vehicle (confirmed by a foreign manufacturer); Technical drawing must show general layout of the product; fundamental dimensions of the vehicle; positions and dimensions of seats, beds, lights, rear-view mirrors; width of entire cabin and dimensions of trunks (with respect to cargo trucks);

- Copy (confirmed by a foreign manufacturing company) of the type approval certificate granted by a foreign competent agency;

- The written certification from the technology transferring party on the conformity of the quality of products produced and assembled in Vietnam to the prototype.
