On December 31, 2024, the Minister of Labor, War Invalids and Social Affairs issued Circular 15/2024/TT-BLDTBXH annulling certain legal documents issued by the Minister of Labor, War Invalids and Social Affairs.

Repeal of all 10 documents related to labor - wages in Vietnam from February 15, 2025​

Circular 15/2024/TT-BLDTBXH annuls a total of 14 legal documents issued by the Minister of Labor, War Invalids and Social Affairs. Among these, 10 documents related to the field of labor - salary are annulled as follows:

(1) Circular 08/2013/TT-BLDTBXH dated June 10, 2013, by the Minister of Labor, War Invalids and Social Affairs guiding Decree 46/2013/ND-CP dated May 10, 2013, by the Government of Vietnam detailing the implementation of certain provisions of the Labor Code on labor disputes.

(2) Circular 30/2013/TT-BLDTBXH dated October 25, 2013, by the Minister of Labor, War Invalids and Social Affairs guiding the implementation of certain provisions of Decree 44/2013/ND-CP dated May 10, 2013, by the Government of Vietnam detailing the implementation of certain provisions of the Labor Code on labor contracts.

(3) Circular 19/2014/TT-BLDTBXH dated August 15, 2014, by the Minister of Labor, War Invalids and Social Affairs guiding the implementation of certain provisions of Decree 27/2014/ND-CP dated April 7, 2014, by the Government of Vietnam detailing the implementation of certain provisions of the Labor Code on labor as domestic helpers.

(4) Circular 27/2014/TT-BLDTBXH dated October 6, 2014, by the Minister of Labor, War Invalids and Social Affairs guiding the consultation of labor representative organizations by state labor management agencies in developing labor-related policies and regulations and labor relations issues.

(5) Circular 23/2015/TT-BLDTBXH dated June 23, 2015, by the Minister of Labor, War Invalids and Social Affairs guiding the implementation of certain provisions on salaries of Decree 05/2015/ND-CP dated January 12, 2015, by the Government of Vietnam detailing and guiding the implementation of certain contents of the Labor Code.

(6) Circular 29/2015/TT-BLDTBXH dated July 31, 2015, by the Minister of Labor, War Invalids and Social Affairs guiding the implementation of certain provisions on collective bargaining, collective labor agreements, and labor dispute resolution as specified in Decree 05/2015/ND-CP dated January 12, 2015, by the Government of Vietnam detailing and guiding the implementation of certain contents of the Labor Code.

(7) Circular 35/2016/TT-BLDTBXH dated October 25, 2016, by the Minister of Labor, War Invalids and Social Affairs guiding the policies for employees when converting public service units into joint-stock companies according to Decision 22/2015/QD-TTg dated June 22, 2015, of the Prime Minister.

(8) Circular 17/2018/TT-BLDTBXH dated October 17, 2018, by the Minister of Labor, War Invalids and Social Affairs regulating self-inspection of enterprise compliance with labor law.

(9) Circular 20/2018/TT-BLDTBXH dated November 26, 2018, by the Minister of Labor, War Invalids and Social Affairs on guiding coordination mechanisms in labor, safety, and occupational hygiene inspections at night, and outside working hours.

(10) Decision 01/2006/QD-BLDTBXH dated February 16, 2006, by the Minister of Labor, War Invalids and Social Affairs issuing the regulation on labor state inspection activities under the regional inspector in charge method.
