On January 16, 2025, the Prime Minister of the Government of Vietnam issued Official Telegram 4/CD-TTg to enhance the assurance of traffic order and safety during the Lunar New Year and Spring Festival of 2025.
Prevention and control of traffic congestion and traffic accidents during the Lunar New Year in 2025 in Vietnam
To ensure traffic order and safety to serve the people during the Lunar New Year and the Spring Festival 2025, the Prime Minister of the Government of Vietnam requests that ministries, agencies, and localities continue to intensify the implementation of Official Telegram 132/CD-TTg of 2024; and focus on the following contents:
- Plan to meet the increased travel demands, effectively respond to common violations of traffic order and safety during holidays and Lunar New Year to ensure safety for road users and best serve people's travel needs; prevent and control traffic congestion and traffic accidents.
- Strengthen personnel, vehicles, and medical supplies to ensure maximum capacity for medical examination and treatment, especially emergency care, rescue, and treatment of traffic accident victims, to minimize human losses.
- Media agencies to increase the duration and content of propaganda about traffic order and safety during the Lunar New Year and the Spring Festival 2025; focus on propagating and disseminating traffic safety laws; guide safe traffic participation skills, especially on highways; provide information to support and guide people traveling during the Lunar New Year holidays; transportation service plan; lessons learned from previous traffic accidents during holidays and Lunar New Year; persistently propagate people complying with safe traffic rules "No driving after drinking alcohol"; no phone use while driving; wearing standard helmets when riding motorbikes, motorcycles, and electric bikes; fastening seat belts in cars, complying with speed regulations; propagating support for the implementation tasks of forces ensuring traffic order and safety; praise good information and good deeds, and good traffic culture behaviors; promptly update the traffic accident situation, traffic congestion, and high-risk road traffic accidents, railway crossings, inland waterway routes, main traffic routes, key transportation hubs, event zones, and festivals.
- The plans of the People's Committees of provinces and cities must be specific, with detailed work lists, assign responsible agencies, and allocate resources for implementation. There must be monitoring, urging, and summarizing, quantitatively assessing effectiveness with specific indicators during implementation.
- Assign an authority delegate to organize 24/7 standby according to policies, reporting the situation of ensuring traffic order and safety during the 9-day Lunar New Year holiday, from January 25, 2025, to February 2, 2025 (from the 26th of the 12th lunar month of the Year of the Dragon to the 5th of the 1st lunar month of the Year of At Ty), to the National Traffic Safety Committee (with daily quick reports submitted before 14:00; comprehensive reports of the 9-day Lunar New Year sent before 14:00 on February 2, 2025).
- Entrust the National Traffic Safety Committee to monitor and urge the implementation of this Official Telegram, compile and report to the Prime Minister of the Government of Vietnam the results before 15:00 on February 2, 2025.
