Vietnam: Exams with 8 points or more will qualify the teacher as General Manager of the Excellent Team

On December 19, 2012, the Ministry of Education and Training of Vietnam issued Circular 52/2012/TT-BGDDT promulgating the Regulations of the competition for teachers serving as Chief Delegating Leader for the Ho Chi Minh Young Pioneers Organization.

According to Article 16 of the Regulation on the Contest for Teachers as Outstanding Team Leaders of the Ho Chi Minh Young Pioneer Organization issued together with Circular 52/2012/TT-BGDDT of the Ministry of Education and Training of Vietnam, teachers who achieve the title of Outstanding Team Leader at district and provincial levels must meet the following requirements:

- Initiatives or applied pedagogical research reports must score 8 points or higher;

- The knowledge and skills test must score 8 points or higher;

- Practical tests must score 8 points or higher;

- The special talent test for team leader must score 8 points or higher.

The results of the contest are announced at the closing ceremony and sent to the units with teachers participating in the contest as team leaders.

Collectives and individuals with outstanding achievements in organizing the contest are considered for commendation according to the provisions of the Law on Emulation and Commendation. Collectives and individuals violating the provisions of this regulation will be disciplined, administratively fined, or prosecuted for criminal liability depending on the nature and severity of the violations.

In cases where the evaluation of the judges for each test content and contest result is not agreed upon, or if fraud and legal violations are detected, the teacher or unit with the participating teacher has the right to file a complaint with the contest organizing committee or the competent state management agency. The contest organizing committee and the competent state agency are responsible for receiving and resolving complaints and denunciations in accordance with the law.
