According to Article 14 of the Regulations of the Contest for Teachers Serving as Excellent Team Leaders of the Ho Chi Minh Young Pioneer Organization issued together with Circular 52/2012/TT-BGDDT of the Ministry of Education and Training of Vietnam, the jury panel of the Contest for Teachers Serving as Excellent Team Leaders of the Ho Chi Minh Young Pioneer Organization is regulated as follows:

- Composition

+ Head of the panel: The head of the organizing committee or the deputy head of the organizing committee of the contest;

+ Deputy Head;

+ Subpanels: Comprising members who are knowledgeable, experienced, or have expertise in team work and children's movements, responsible for evaluating the contents as per Article 6 of these regulations. Each subpanel has a head of the subpanel.

+ Jury members include: Professionals from educational and training departments, heads, and deputy heads of schools; members of team councils at various levels; experts in team work and children's movements (teachers from schools, team training centers; officials from district and provincial Youth Unions; officials from district and provincial children's centers; lecturers from provincial pedagogical schools, teachers serving as excellent team leaders).

- Duties and authority of jury members: Read and evaluate experience initiatives, models, application research results of pedagogical science; supervise and evaluate the exams of teachers serving as team leaders according to the schedule of the organizing committee.

- Authority and duties of the head of the jury:

+ Responsible for organizing, monitoring, and urging all scoring activities;

+ Maintain regular contact with the head of the contest organizing committee to resolve arising issues if the head of the jury is not the head of the organizing committee;

+ Assign tasks to members.

- Duties and authority of the head of the subpanel:

+ Direct the activities of the subpanel according to regulations;

+ Liaise with the head of the jury to resolve related issues;

+ Monitor the activities of the subpanel to promptly reflect and propose recommendations and necessary adjustments regarding expertise to the head of the jury during the contest;

+ Organize for members in the subpanel to discuss, review, and evaluate experience initiatives, research results of applied pedagogical sciences on team work and children's movements, knowledge and skills tests, practice, and talents for teachers serving as team leaders participating in the contest.
