Recently, the Ministry of Education and Training of Vietnam issued Circular 52/2012/TT-BGDDT promulgating the Regulation on the Contest for Teachers Acting as Chief Advisors of the Ho Chi Minh Young Pioneer Organization.

According to Article 7 of the Regulations on the Excellent School Team Leader Teacher Competition issued together with Circular 52/2012/TT-BGDDT of the Ministry of Education and Training of Vietnam, the subjects and conditions for participating in the Excellent School Team Leader Teacher Competition at various levels are specifically defined as follows:

	District Level	Provincial Level
Subjects	Subjects: Participants in the district-level competition are teachers serving as school team leaders who are directly involved in Team and youth activities at schools within the district (district-level towns or cities) organizing the competition.	Participants in the provincial-level competition are teachers serving as school team leaders who are directly involved in Team activities of the Ho Chi Minh Young Pioneer Organization at schools within the province or centrally-administered city organizing the competition.
Conditions	The school team with teachers serving as school team leaders participating in the district-level competition must have achieved the title of strong team from the district level or higher for two consecutive years prior to the year of the competition. Rated as good or higher according to the Professional Standards for teachers of the corresponding education level and rated as good or higher according to the public employee classification standards according to Decision 06/2006/QD-BNV dated March 21, 2006 of the Minister of Home Affairs issuing regulations on evaluation and classification of preschool and public teachers (using the most recent evaluation results of the year of the competition).	Teachers serving as school team leaders participating in the provincial-level competition, in addition to meeting the conditions for teachers participating in the district-level competition, must also have a certificate of having achieved the title of excellent district-level school team leader twice in the four years prior to the year of the competition. Each Department of Education and Training is allowed to nominate members to participate in the provincial-level competition, the number of participants to be determined by the Director of Education and Training.
