Vietnam: Emission reports for international flights to be submitted before May 31

This is an important content in Circular 22/2020/TT-BGTVT issued by the Ministry of Transport regulating the management of fuel used and CO2 emissions from aircraft in civil aviation operation, promulgated on September 28, 2020.

Article 7 of Circular 22/2020/TT-BGTVT stipulates that aircraft operators must select one of five methods for monitoring fuel consumption or may use the CERT reporting and estimation tool to monitor fuel consumption and submit it to the Civil Aviation Authority of Vietnam. Foreign aircraft operators monitor annual fuel consumption of domestic flights according to the chosen monitoring method, compile and prepare the Emission Report as prescribed in Section 2 of the Annex issued together with Circular 22/2020/TT-BGTVT. Except for the case where helicopter operators compile and prepare the Emission Report according to Section 2 of the Annex issued together with Circular 22/2020/TT-BGTVT.

Notably, Article 9 of Circular 22/2020/TT-BGTVT stipulates specific requirements for the Emission Report such as:

- The Emission Report from aircraft operators must be submitted to the Civil Aviation Authority of Vietnam before March 1 every year to compile a database on fuel consumption and CO2 emissions in civil aviation in Vietnam. The data cutoff period is from January 1 to December 31 annually.

- The Emission Report from international flights of aircraft operators with annual CO2 emissions greater than 10,000 tons from aircraft with a maximum takeoff weight greater than 5,700 kg must be verified according to the guidance of Annex 16 Volume 4; and submitted to the Civil Aviation Authority of Vietnam before May 31 every year. The data cutoff period is from January 1 to December 31 annually.

- The Civil Aviation Authority of Vietnam is responsible for reviewing the Emission Report and Verification Report according to the guidance of Annex 16 Volume 4.
