On December 21, 2023, the Ministry of Transport issued Official Dispatch 14679/BGTVT-KHCN&MT on implementing solutions to prevent the risk of congestion of inspected vehicles in the last months of 2023 and in 2024, continuing to implement Decree 30/2023/ND-CP.
To prevent the risk of congestion of inspection vehicles in the last months of 2023 and in 2024 and to continue to implement Decree 30/2023/ND-CP., the Ministry of Transport discussed and requested the People's Committees of provinces and centrally run cities to direct the Department of Transport and relevant local agencies to focus on implementing the following tasks:
(1) Urgently restore the operation of motor vehicle registration centers that have been temporarily suspended and inspect, evaluate, and issue certificates of eligibility for inspection activities to motor vehicle registration centers.
Proactively synthesize and compile statistics on the situation of registrar personnel at motor vehicle registration centers in the area to advise, propose, forecast the situation, and organize professional training courses for registrars and motor vehicle inspection staff at motor vehicle registration centers in the area.
(2) Proactively develop plans to organize and manage motor vehicle inspection activities in the area in performing tasks according to decentralization prescribed in Decree 30/2023/ND-CP and coordinate with other localities where motor vehicle registration centers have excess inspection capacity to requisition and temporarily supplement the force of registrars for motor vehicle registration centers in areas where there is a shortage, in order to restore the operation of additional inspection lines, the Motor Vehicle Registration Center is currently still closed (if possible) or report and propose to the competent authorities to invest in a new motor vehicle registration center when it does not meet the needs of people and businesses in the area.
(3) Arrange forces, guide, and divide traffic to ensure traffic order and safety at motor vehicle registration centers; Strengthen propaganda work so that organizations and individuals proactively choose and register to schedule inspections at motor vehicle registration centers, avoiding the concentration of large numbers of vehicles waiting in the vicinity of motor vehicle registration centers, leading to congestion and disruption of local traffic safety and order.
(4) Monitor, capture, promptly detect, and strictly handle organizations and individuals that violate the law related to inspection activities, especially organizations and individuals taking advantage of vehicle congestion at motor vehicle registration centers to carry out profiteering acts (such as receiving registration for households, helping to quickly carry out inspections, buying and selling stamps, inspection certificates, etc.), causing public anger and loss of people's trust.
(5) Strengthen inspection and examination work and promptly correct limitations and shortcomings in vehicle inspection work; in the case of detecting violations, it must be promptly handled or proposed to the competent authority to strictly handle the registration center and surveyors in the performance of their duties.
(6) Strengthen coordination with the Vietnam Register in training, coaching, and professional development activities; raise the sense of responsibility and professional ethics for officials and employees working on registration; Propagate and educate about negative prevention among officers, registrars, and professional staff to prevent negative behaviors.
