On November 16, 2024, the Minister of Health of Vietnam issued Circular 38/2024/TT-BYT prescribing the construction, management, exploitation, and use of the information system for managing medical examination and treatment activities in Vietnam.

Data sources of the information system for managing medical examination and treatment activities in Vietnam

According to Article 5 of Circular 38/2024/TT-BYT, data provided to the information system for managing medical examination and treatment activities are sourced from the following:

- Periodic statistical reports on medical examination and treatment including medical examination and treatment facilities, hospital beds; health personnel; number of inpatients and outpatients; surgeries and procedures; auxiliary clinical services; disease patterns, mortality according to ICD-10, and other professional activities.

- Reports on hospital quality assessment results including information on medical examination and treatment facilities, hospital beds, professional activities, finance, personnel, self-assessed quality results by the facilities, quality results assessed by inspection teams, patient and healthcare worker satisfaction measurements.

- Reports on laboratory quality assessment results according to criteria issued by the Ministry of Health, self-assessed by the facilities and assessed by inspection teams.

- Reports on admission and treatment in case of dangerous epidemics group A on the epidemic situation, number of patients, epidemic developments and epidemic prevention measures to the Ministry of Health immediately upon request.

- Reports on traffic accidents, injuries according to the prescribed form including: number of emergency cases, patient conditions and preliminary causes of accidents according to ICD-10 for statistical purposes based on information declared by patients, their families, or determined by healthcare staff through injury assessment.

- Reports during holidays and Tet on emergency service and treatment activities, summary reports after holidays and Tet.

- Discharge information for all cases of hospital discharge.

- Information on fatality cases including: information on death certificates, causes in the disease chain, events leading to death with ICD-10 codes and time from occurrence to death in the Death Cause Diagnosis Form.

- Reports on critically ill patients discharged based on information in the Critically Ill Patient Discharge Form.

- Information on the issuance of practice licenses and practice registration.

- Healthcare transparency information as prescribed: information on the operation licenses of medical examination and treatment facilities; list of practitioners; information on professional capabilities; information on medical examination and treatment service prices; results of quality evaluation of medical examination and treatment facilities.

- Information on registration, approval of technical services, classification of technical expertise levels of medical examination and treatment facilities from the Ministry of Health and Departments of Health.

- Information on operation licenses issuance from the Ministry of Health and Departments of Health.

- Data on health insurance medical examination and treatment cost reimbursement requested from medical examination and treatment facilities shared by Vietnam Social Security.

- National database on prescription management and dispensing medicines by prescription.

- Electronic Health Record data on the VNeID application.

- Basic health information group data in the National Social Insurance Database.

- Health-related survey data related to medical examination and treatment activities conducted by the Ministry of Health or other ministries.
