Regarding this issue, LawNet would like to answer as follows:

The Ministry of Transport issued Directive 8/CT-BGTVT dated November 2, 2023, on strengthening the Ministry's administrative reform work.

To continue strengthening political reform, the Minister of Transport requests heads of agencies and organizational units under the Ministry to immediately carry out the following general tasks:

- Strengthen the responsibility of heads of agencies and units in directing and operating and being responsible for the results of implementing administrative reform, reforming administrative procedures, and providing public services for people and businesses.

- Review each content, task, and progress in the annual administrative reform plan and the period 2020–2025 of agencies and units; From there, evaluate the situation, implementation results, progress, and specific quality of each job/task to date;...

- Timely and fully deploy directive documents from superiors, focusing on immediately overcoming shortcomings when discovered.

- Strictly control the processing and resolution of documents to agencies and units, especially receiving and handling feedback and recommendations from organizations and individuals on administrative regulations as well as assigned tasks, ensuring processing and resolution deadlines according to regulations; The leader regularly holds dialogue with people and businesses.

- Heads of agencies and units need to strengthen discipline and administrative discipline and improve the sense of responsibility, ethics, and public service culture.

- For scoring and determining the annual administrative reform index: Appoint competent and responsible civil servants to coordinate closely with the Department of Personnel and Organization and relevant units and individuals to provide complete information and verification documents. For content with points deducted (or no points), relevant agencies and units need to clearly report the causes, individual responsibilities, and solutions.

- Regularly review and simplify administrative procedures; implement decentralization, policy impact assessment, and consultation with implementing subjects in the process of institution building.

Timely and thoroughly handle feedback and recommendations sent by people and businesses; do not let the situation drag on and push through, causing costs, waste, effort, and travel time, as well as affecting the business investment opportunities of people and businesses.

- Carry out the announcement and publicity of administrative procedures according to regulations; synchronize 100% of records and results of administrative procedures on the National Public Service Portal; and publicize the process of receiving and resolving administrative procedures.

The number of dossiers received and processed for administrative procedures compiled on the Administrative Procedures Information System is a basis to evaluate labor productivity, approve payroll and staffing of agencies and units, implement administrative procedures, and provide public services.

- Strengthen discipline and administrative discipline in receiving and resolving administrative procedures and providing public services.

- Carry out the explanation report of the head and apologize to people and businesses for cases of delay or negativity in resolving administrative procedures of agencies and units according to the law;...

Strictly handle agencies, units, officers, civil servants, and public employees who have harassing and negative behavior, causing additional administrative procedures, records, papers, and conditions that are not in accordance with regulations or many times, causing delays in receiving and resolving administrative procedures according to regulations.

- Implement appropriate solutions to mobilize and encourage people and businesses to proactively participate in implementing digital transformation content in administrative procedures.

- Proactively innovate and improve the efficiency and labor productivity of the Single-Window Department according to authority. In cases of exceeding authority, report to competent authorities for consideration and decision.

- Have appropriate mechanisms and policies; prioritize allocating adequate human resources and annual funding for implementing the tasks of administrative procedure reform, digital transformation, and completing the goals according to the direction of the Government and the Prime Minister.
