Regarding this issue, LawNet would like to answer as follows:
On September 13, 2023, the Prime Minister issued Decision 1056/QD-TTg dated September 13, 2023, on the approval of the "Program to strengthen control and improve the quality of law bachelor training for the period 2023 - 2030".
Specifically, the tasks and solutions to improve institutions and state management tools to control and improve the quality of law bachelor training in order to implement the "Program to strengthen control and improve the quality of law bachelor training for the period 2023 - 2030", the Prime Minister has introduced the following contents:
- Promulgate standard training programs for the law sector, strictly regulating requirements on:
+ Input standards, output standards, the number and qualifications of the teaching staff of the training program, and each group of professional knowledge;
+ Facilities;
+ The structure and content of the program focus on ideological and political education, cultural history, national traditions, professional ethics, and a sense of responsibility to protect national and ethnic interests;
+ Teaching - learning methods, exams, testing, and assessment of student learning outcomes;
- Review and complete regulations on opening training sectors, suspending training sector operations, determining enrollment targets, and training facility standards in the direction of strictly regulating quality assurance conditions for law bachelor training; Review and complete regulations on enrollment, training, and accreditation of training programs for forms of work-study and distance learning;
- Review and complete regulations on sanctions for administrative violations in the field of education towards strictly handling intentional violations that affect the quality of training; strengthen sanctions to handle violations, ensuring fairness and objectivity.
According to Decision 1056/QD-TTg, the Prime Minister set the goals of the "Program to strengthen control and improve the quality of law bachelor training in the period 2023–2030" as follows:
Strengthen control to improve the quality of law bachelor training to meet the requirements of building a socialist rule-of-law state, judicial reform, and international integration.
- By 2025:
+ All law bachelor training programs have been reviewed and adjusted to meet the Law sector training program standards, in which each group of legal professional knowledge must have its own, at least one full-time lecturer with a doctorate degree and appropriate expertise to preside over teaching;
+ 80% of law degree training programs meet educational quality accreditation standards, of which at least 5% of programs meet educational quality accreditation standards of reputable foreign accreditation organizations and operate legally in Vietnam;
+ The proportion of full-time lecturers with doctoral degrees teaching subjects belonging to the specialized knowledge block of the law industry is at least 35%.
- By 2030:
+ 100% of law bachelor training programs meet educational quality accreditation standards, of which at least 10% of programs meet educational quality accreditation standards of reputable foreign accreditation organizations legally operating in Vietnam;
+ The proportion of full-time lecturers with doctoral degrees teaching mandatory and core modules belonging to the basic knowledge block of the industry, discipline, and major of the law bachelor training program is at least 40%.
