From January 10, 205, the dossier and procedures for cancellation of temporary residence registration in Vietnam will be implemented according to regulations under Decree 154/2024/ND-CP.

On November 26, 2024, the Government of Vietnam enacted Decree 154/2024/ND-CP detailing certain provisions and implementation measures of the Residence Law.
Article 10 of Decree 154/2024/ND-CP stipulates the dossier and procedures for cancellation of temporary residence registration from January 10, 2025, as follows:
- Within 07 days from the date a household has a member subject to cancellation, the individual subject to cancellation or the household representative is responsible for executing the cancellation of temporary residence registration procedures.
- The cancellation dossier includes: a declaration of change in residence information and documents proving applicability to one of the cancellation cases.
- One dossier must be submitted through an online platform, directly, or via public postal services to the residence registration agency.
- If the individual's details are absent or incomplete in the National Database on Population, the residence registration agency is responsible for collecting and updating this information accordingly.
- Within 03 working days from receiving a valid dossier, the residence registration agency must complete the cancellation and update the information in both the Residence Database and the National Database on Population.
- In cases where there is only one person in a household or where the person subject to cancellation or the household representative does not carry out the cancellation procedure, the residence registration agency must inspect, verify, and document the failure to proceed with the cancellation and execute the cancellation for the individual.
- Agencies managing personnel in the people's armed forces may request the local residence registration agency to deregister staff under their purview.
The request document must clearly state the individual's full name, date of birth, personal identification number, or 09-digit ID card, and the reason for the cancellation request.
- Within 01 working day from when the National Database on Population receives information as per Clause 1, Article 29 of the Residence Law, through data sharing and synchronization from the national and specialized databases managed by authorities, the residence registration agency must inspect, verify, and complete the cancellation of the individual, updating the information in both the Residence Database and National Database on Population.
- Upon completion of the cancellation, the residence registration agency will notify the individual deregistered or the household representative via written or electronic means.
According to Clause 1, Article 29 of the Residence Law 2020, individuals in the following situations are subject to cancellation:
- Deceased; declared missing or dead by court ruling;
- Subject to a decision to cancel the temporary residence registration as prescribed in Article 35 of the Residence Law 2020;
- Absent continuously from the temporary residence for 06 months or more without registering at another place of stay;
- Deprived of Vietnamese nationality, or have had their acquisition of Vietnamese nationality annulled;
- Granted permanent residence at the temporary residence location;
- Rented, borrowed, or stayed as a guest but have ended such arrangements without new registration;
- Granted temporary residence in a legally owned place which has since been transferred to another owner, except when the new owner permits continued residence;
- Residing at a location demolished or confiscated by competent state authority decision or a vehicle deregistered according to the law.
