Specifically, the Prime Minister of Vietnam requested the chairpersons of the People's Committees of provinces and centrally run cities:
1. Immediately implement a number of urgent solutions to ensure the safety of people in areas with a high risk of landslides and flash floods:
- For areas where the risk of landslides and flash floods has been detected, people and property must be resolutely removed from the dangerous areas. or have a proactive plan to ensure life safety, limit property damage to people, and avoid passive and unexpected situations.
- Organize support for food, necessities, and accommodation according to regulations to stabilize the lives of households that have lost their homes due to landslides or flash floods or have to be relocated to prevent landslides and flash floods and prevent people from going hungry and having nowhere to live.
- Continue to organize a thorough review and timely detect areas at risk of landslides and flash floods, especially areas with residential areas, schools, offices, barracks, factories, and enterprises. Directly strengthen propaganda and guide people to be aware of signs and risks of landslides and flash floods to mobilize the power of the people in detecting and notifying areas at risk of landslides and flash floods; provide skills training for people to proactively respond to incidents and limit damage, especially attention should be paid to appropriate and timely forms of propaganda and guidance for people in villages, remote areas, border areas, islands, and ethnic minority areas.
2. In the long run:
- Strictly control construction planning and construction activities, especially the construction of houses and works in the terrain of steep slopes, along rivers, streams, canals, along the coast, and areas prone to geological hazards.
Strictly prohibit and strictly handle the cutting down of forests, especially protection forests and special-use forests. Organize the review, inspection, and examination, and strictly and thoroughly handle cases of violations of regulations on land use management; forest management, and protection; construction activities (especially illegal construction activities on protective and special-use forest land); and illegally mining and gathering minerals in accordance with the law to reduce the risk of natural disasters, and limit the occurrence of landslides, flash floods, and inundation.
- Review and direct project construction, reporting to competent authorities to arrange and mobilize resources to carry out fundamental, methodical, and sustainable projects to prevent and control landslides, to proactively relocate people out of dangerous areas caused by natural disasters,
especially in areas with a high risk of landslides and flash floods.
3. Presidents of provincial-level People's Committees are responsible before the Prime Minister and the law if irresponsibility in leadership and direction leads to serious damage to people's lives and properties.
