The Minister of Construction of Vietnam shall decide to award the title of “Emulation Fighter of the Construction”

According to Article 24 of the Circular No. 04/2020/TT-BXD of the Ministry of Construction of Vietnam, the competence to decide on awarding emulation titles and commendation forms of the President, Government and Prime Minister shall comply with Articles 77 and 78 of the Law on Emulation and Commendation of Vietnam dated November 26, 2003; Clauses 45 and 46, Article 2 of the Law No. 39/2013/QH13 dated November 16, 2013 amending and supplementing a number of articles of the Law on Emulation and Commendation; Articles 43 and 44 of the Decree No. 91/2017/NĐ-CP of the Vietnam Government. The Minister of Construction decided to reward:

- The title of "Emulation Flag of the Ministry of Construction";

- The title of “Excellent Labor Collective”;

- The title of “Emulation Fighter of the Construction”;

- The title of “Diploma of Merit of the Minister of Construction”;

- Commemorative medals "For the cause of construction";

- Titles of "Advanced Labor Collective", "Grassroots-Level Emulation Fighter", "Advanced Laborer" for collectives and individuals of Departments, Offices of the Party - Union.

Moreover, Heads of agencies and units having legal status, accounts and own seals decide to reward:

- The title of "Advanced Labor Collective";

- The title of "Grassroots-Level Emulation Fighter";

- The title of "Advanced Laborer";

- Certificate of merit.

Likewise, persons competent to decide which form of commendation to give shall directly award or authorize the awarding of such form of commendation. The announcement, awarding and receipt of emulation titles and forms of commendation shall comply with the Decree No. 145/2013/NĐ-CP of the Government of Vietnam.

Note: The organization of awarding emulation titles and commendation forms is an opportunity to praise and honor good people, good deeds and advanced examples, which are combined and integrated with the contents and events of the organization to ensure solemnity, practicality, and thrift. The Standing Agency of the Emulation and Commendation Council of the Ministry of Construction of Vietnam shall assume the prime responsibility for, and coordinate with relevant agencies and units in, advising and proposing to the Minister on the organization of awarding emulation titles, the form of State-level commendation and emulation titles, the form of commendation shall fall under the competence of the Minister of Construction of Vietnam.
