Vietnam: How is the construction industry reward process organized?

According to Article 26 of the Circular No. 04/2020/TT-BXD of the Ministry of Construction of Vietnam, the reward route includes:

- Any level in charge of organization, officials, public employees, employees and salary fund shall have the responsibility to reward or submit to competent authorities to reward the subjects under its management.

- Any level presides over launching emulation movements, that level selects excellent individuals and collectives for commendation or proposes commendation by competent authorities.

- Specialized associations in the fields of State management of the construction industry shall be commended by the Ministry of Construction or submitted to competent authorities.

- Reward route for enterprises:

+ For State-owned enterprises under the management of the Ministry of Construction, the Ministry of Construction shall reward or submit them to competent authorities for commendation;

+ For enterprises in which more than 50% of the charter capital is held by the State under the management of the Ministry of Construction, the Ministry of Construction shall reward or submit them to competent authorities for commendation;

+ For enterprises in which less than 50% of charter capital is held by the State, the provisions of Point d Clause 6 Article 46 of the Decree No. 91/2017/NĐ-CP shall be applied. The Ministry of Construction rewards collectives and individuals of enterprises with less than 50% of charter capital held by the State when participating in emulation movements organized and launched annually by the Ministry of Construction.

+ For other types of enterprises: The reward process shall comply with the provisions of Point a Clause 6 Article 46 of the Decree No. 91/2017/NĐ-CP and Clause 3 Article 10 of the Circular No. 12/2019/TT-BNV.

- For individuals who are direct workers with typical and excellent achievements, the Vietnam Construction Trade Union summarizes and submits them to the Ministry of Construction for commendation on the occasion of the annual Workers' Month.

- Units with foreign collectives and individuals participating in cooperation are responsible for submitting rewards to foreign collectives and individuals that have made great contributions to the Construction industry.

- Commendation for Leaders of the Ministry of Construction: The Standing Agency of the Emulation and Commendation Council of the Ministry of Construction proposes emulation titles and forms of commendation and submits it to the Emulation and Commendation Council of the Ministry of Construction for consideration and commendation and submitting to the State for commendation for the leaders of the Ministry of Construction.

- Commendation and reward for leaders of central and local ministries, departments, agencies and mass organizations: The Standing Agency of the Emulation and Commendation Council of the Ministry of Construction shall coordinate with relevant agencies and units in submitting to the Minister of Construction for consideration and decisions.
