The process of considering and awarding the title "Labor Hero" in the construction industry of Vietnam

According to Article 30 of the Circular No. 04/2020/TT-BXD of the Ministry of Construction of Vietnam, the reward process and procedures shall comply with the provisions of the Law on Emulation and Commendation of Vietnam, Decree No. 91/2017/NĐ-CP, Circular No. 12/2019/TT-BNV and relevant legislative documents. The process and procedures for considering and awarding the titles “Labor Hero”, “National Emulation Fighter and forms of Orders”, "Friendship Medal", "Prime Minister's Diploma of Merit", "Government's Emulation Flag", "Emulation Flag of the Ministry of Construction", “Emulation Fighter of the Construction” are as follows:

- The units shall send the commendation dossiers to the Ministry of Construction of Vietnam (the Standing Agency of the Emulation and Commendation Council of the Ministry of Construction of Vietnam) according to regulations.

- After receiving the dossiers, the Standing Agency of the Emulation and Commendation Council of the Ministry of Construction conducts appraisal and widely consults on the list of collectives and individuals proposed to be awarded with forms of orders, State honorable titles, State Prize and the “National Emulation Fighter” titles are published on the media under the management of the Ministry (e-portal, magazines, newspapers) before submitting to the Emulation and Commendation Council of the Ministry for consideration and commendation.

- Summarize and submit to the Emulation and Commendation Council of the Ministry of Construction for consideration and submission to the State for commendation for collectives and individuals according to regulations.

- For the State honorable titles, the State Prize and the “National Emulation Fighter” titles and the "Independence Order" of all classes: The Standing Agency of the Emulation and Commendation Council shall consult the Party Committee of the Ministry of Construction before submitting to the Prime Minister of Vietnam.

- Based on the conclusion of the Emulation and Commendation Council of the Ministry of Construction, the Standing Agency of the Emulation and Commendation Council of the Ministry of Construction shall complete the dossier and submit it to the Prime Minister of Vietnam.

- After receiving the notice of commendation results from the Central Committee for Emulation and Commendation and the commendation decision, the Standing Agency of the Emulation and Commendation Council of the Ministry of Construction shall notify and send the reward results to rewarded cases.

Moreover, the process and procedures for considering and awarding the Commemorative medals "For the cause of construction"; “Diploma of Merit of the Minister of Construction; the title of “Excellent Labor Collective”; the titles of "Grassroots-Level Emulation Fighter"”, "Advanced Laborer" (for units without legal status):

- The units shall send the commendation dossiers to the Ministry of Construction of Vietnam (the Standing Agency of the Emulation and Commendation Council of the Ministry of Construction of Vietnam) according to regulations.

- After receiving the dossier, the Standing Agency of the Emulation and Commendation Council of the Ministry of Construction shall appraise and summarize the commendation proposal dossiers of the collectives and individuals and collect opinions from the relevant units (if necessary) before submitting to the Minister for consideration and decision.

- The Standing Agency of the Emulation and Commendation Council of the Ministry of Construction announces the reward results.

Besides, the process and procedures for considering unexpected commendation; reward in batches, by topic or reward for collectives and individuals outside the construction industry are as following:

- The units shall send the commendation dossiers to the Ministry of Construction of Vietnam (the Standing Agency of the Emulation and Commendation Council of the Ministry of Construction of Vietnam) according to regulations.

- After receiving the dossier, the Standing Agency of the Emulation and Commendation Council of the Ministry of Construction shall appraise and summarize the commendation proposal dossiers of the collectives and individuals and collect opinions from the relevant units (if necessary) before submitting to the Minister for consideration and decision.

- The Standing Agency of the Emulation and Commendation Council of the Ministry of Construction announces the reward results.
