Vietnam: Report on summarizing the emulation and commendation of the construction industry must be submitted before December 15

According to Article 32 of the Circular No. 04/2020/TT-BXD of the Ministry of Construction of Vietnam, responsibilities of agencies and units for the emulation and commendation of the construction industry are as follows:

- The Minister of Construction comprehensively directs the work of emulation and commendation in the construction industry.

- The Standing Agency of the Emulation and Commendation Council of the Ministry of Construction of Vietnam is responsible for advising and proposing to the Ministry's leaders on guidelines, contents, programs and plans for emulation and commendation; organize the implementation, preliminary review, review and inspection of emulation and commendation; commendation proposals for renewal of emulation and commendation.

- Heads of agencies and units in the construction industry shall coordinate with mass organizations of the same level in launching, directing and organizing emulation movements within the scope of their management; preliminarily, summarizing and evaluating the results of the emulation movement; proactively detect and select collectives and individuals with worthy achievements for commendation or propose to competent authorities for commendation; organize propaganda, set examples of good people and good deeds, and propagate advanced examples.

- The heads of agencies and units in the construction industry shall direct and inspect the emulation and commendation work according to their competence and take responsibility before the Minister of Construction for the quality of the emulation and commendation of the units under their management.

- The press and media agencies in the construction industry are responsible for properly reporting the results of the emulation movement and commendation; regularly propagate the guidelines of the Party, policies and laws of the State on emulation and commendation; detecting collectives and individuals with outstanding achievements in the emulation movement; praising, honoring and setting an example of advanced, good people and good deeds; fight against acts of violating the law on emulation and commendation.

- Agencies and units carry out reform of administrative procedures, application of information and technology, modernization in management and implementation of emulation and commendation.

- Every 6 months, or 01 year, agencies and units organize preliminary and final reviews of the results of emulation and commendation work and send reports to the Ministry of Construction (the Standing Agency of the Competition Council of the Ministry of Construction of Vietnam) according to the regulations. Deadline for submitting reports: The preliminary report on emulation and commendation in the first 6 months of the year shall be sent before June 15 every year, and the final report on the emulation and commendation of the year shall be sent before December 15 every year.

- When organizing, launching, and summarizing emulation movements, emulation sessions, and working topics, units shall send their plans and report on implementation results to the Ministry of Construction (the Standing Agency of the Competition Council of the Ministry of Construction of Vietnam) to monitor and serve as a basis for consideration and commendation.
