Regarding this issue, LawNet would like to answer as follows:

On October 25, 2023, the Ministry of Home Affairs issued Decision 838/QD-BNV providing technical regulations for electronic cards of officials, civil servants and public employees.

What is an electronic official and employee card?

Electronic officials, civil servants, and public employee cards are cards with electronic devices (RFID chips) containing basic information about the individual as well as information related to agencies, work units, positions, titles, and employment positions of officials, civil servants, and public employees.

Cards are issued to officials, civil servants, and public employees in state administrative agencies and public service units for use in public service activities and the performance of duties; including entering, traveling, presenting, controlling working hours in agencies and offices, supporting the streamlining of paperwork,...

Depending on needs, officials, civil servants, and public employees can use other card benefits for convenience in daily life, exploiting public services, etc.; thereby promoting the modernization of public offices, raising the sense of responsibility and public service communication culture of civil servants and public employees, enhancing the effectiveness of state management of civil servants and public services, and administrative reform; digital transformation, gradually forming digital civil servants and public employees, building a digital government, digital administration, and smart cities.

Technical regulations on electronic official and employee cards in Vietnam

Electronic official and employee cards in Vietnam must meet the following technical requirements:

(1) Technology: The card uses smart chip technology, meeting security and reliability standards, to store and process information.

- Chip: Use Mifare Desfire EV1 chip or higher or equivalent; a contactless chip with high secure.

- ROM: None

- CPU: 16/32 bit CRC

- EEROM: 2/4/8/16KB

- Memory: Non volatile; 2Kb, 4Kb, 8Kb

- Operating voltage: 1.62V to 5.5V

- Protocol standards: ISO 7816 and ISO 14443 contactless

- Transmission speed: 106 kbit/s , 212 kbit/s , 424 kbit/s , 848 kbit/s

- Frequency: 13.56 MHz

- Operating distance: up to 100 mm

- Features: Multi-application, multiple memory support; authorization application management; sharing files between applications; backward compatibility mode with EV1, EV2, and D40; Unique NFC security enabled with secure dynamic messaging; Configurable ATS information to personalize cards...

- Operating system: None

- Number of applications: unlimited

(2) Size and design:

The card has a standard size and is designed to be convenient for wearing, carrying, and using in daily work.

- Card size: Dimensions: 85,725 x 53,975mm (length x width), tolerance 0.1mm; Thickness: 0.76mm, tolerance 0.08mm.

- Card blanks are printed in offset color, 04 CMYK colors, have security technology, have anti-scratch, water-resistant, anti-fading coating, and matte or glossy lamination on both sides.

- The card core is white as standard.

- Card body meets ISO 7811-6 standards; four rounded corners.

(3) Security and copy protection:

The card has advanced security measures to ensure data confidentiality and prevent unauthorized copying.

- Fully supports standards: AES, 2K3DES, 3K3DES...; optional random ID for enhanced security and privacy; mutual authentication according to ISO/IEC 7816-4; Uses data encryption, a self-secure file system, anti-theft protection, and multiple sets of keys for each application.

- Keys for each application: 16 sets of keys.

(4) Durability and weather resistance:

The card is highly durable and resistant to environmental influences such as temperature, humidity, sunlight, and dust.

- 100% new card, using laminated PVC material with high durability and scratch resistance, with a laminated coating pressed on the surface to protect against scratches and peeling; environmental friendliness

- Memory: save data for 25 years; durability: 1,000,000 cycles.

- Operating temperature: -25C° to 85C°.

(5) Application on chip (optional):

- Payment application (according to bank regulations);

- Application for agency access control and electronic timekeeping;

- Other applications (on demand).

(6) Compatibility: The card is compatible with existing card reader systems and devices in state agencies.
