Technical and Economic Norms for National Reserves: How are They Classified?

- Import cost norm: Is the total cost in Vietnamese Dong used to complete the importation of one unit of national reserve goods in accordance with business procedures and legal regulations.- Preservation cost norm: Is the total cost (in Vietnamese Dong) used for the process of preserving one unit of national reserve goods during storage according to National Technical Standards. The preservation cost norm includes:

- Initial preservation cost norm: Is the total cost in Vietnamese Dong used for the initial preservation of one unit of national reserve goods immediately after storage according to the provisions of the National Technical Standards.- Annual regular preservation cost norm: Is the total cost in Vietnamese Dong to preserve one unit of national reserve goods stored for one year (12 months) according to regulations.- Periodic preservation cost norm: Applies to reserve goods preserved according to a specific time cycle (periodic preservation norm of 3 months, 6 months, 1 year, or 2 years per time…).

- Export cost norm: Is the total cost in Vietnamese Dong used to complete the exportation of one unit of national reserve goods in accordance with business procedures and legal regulations.- National reserve goods loss norm: Is the quantity of national reserve goods consumed during the preservation process due to the characteristics of the goods or due to sampling for inspection after a period of preservation according to National Technical Standards. The loss norm is calculated as a percentage (%) of the initial quantity.
