Responsibility allowance regime for military personnel in Vietnam

This content is stipulated in Circular 207/2010/TT-BQP, which regulates the responsibility allowance policies for military personnel, defense public employees, and workers who are on the payroll and engaged in clerical work, confidentiality, and archiving in the military, issued by the Minister of National Defense of Vietnam.

Policies on the responsibility allowance for military personnel are specified in Circular 207/2010/TT-BQP as follows:

1. Applicable subjects:

- Military personnel, defense public employees working on clerical, confidential tasks from the division level and equivalent upwards to the Ministry of Defense level.

- Military personnel, defense public employees working on clerical, confidential tasks at the regiment, brigade, independent battalion level, and equivalent.

- Military personnel, defense public employees carrying out specialized archiving tasks at the division level and equivalent.

- Military personnel, defense public employees holding command, management positions, responsible for departments, sections, units of Clerical, Confidential who are already receiving leadership allowance will not receive the work responsibility allowance as specified in this Circular.

2. Work responsibility allowance regime:

- Level 3, coefficient 0.2 compared to the general minimum wage, applicable to the subjects specified in Clause 1, Article 2 of this Circular.- Level 4, coefficient 0.1 compared to the general minimum wage, applicable to the subjects specified in Clauses 2 and 3, Article 2 of this Circular.

3. Method of calculating and paying the allowance policies:

- The monthly work responsibility allowance is calculated using the formula:

Allowance amount = Coefficient x General minimum wage.

- The work responsibility allowance specified in this Circular is paid together with the monthly salary and is not used for social insurance benefits or health insurance.

- When no longer performing clerical, confidential, or archival tasks, from the following month onwards, the work responsibility allowance specified in this Circular will cease.

4. Funding sources:

- For units funded by the budget, the funding for the allowance policies specified in this Circular is guaranteed by the state budget and is estimated in the annual regular budget of the agency or unit.

- Enterprises and public service providers financially independent within the military are allowed to implement the allowance policies specified in this Circular but must self-balance their funding sources.
