04 subjects ineligible for responsibility allowance policies in military in Vietnam

Recently, the Ministry of National Defense issued Circular 137/2008/TT-BQP guiding the implementation of responsibility allowance policies for specialized officers conducting Communist Party of Vietnam's inspections in the military.

Circular 137/2008/TT-BQP stipulates the individuals not eligible for the responsibility allowance policies in the Military as follows:

- Heads, deputy heads, and members of the Party inspection committees at all levels who conduct part-time inspections under the Communist Party of the Ministry of National Defense and local military and border defense Party committees;

- Officers conducting inspections concurrently in the Party committees under the Communist Party of the Ministry of National Defense and local military and border defense Party committees;

- Officers working in the Party inspection committee's office but not directly conducting inspections (logistics, service, administration, drivers, etc.);

- Individuals specified in Clause 1, Section I of this Circular not entitled to the responsibility allowance in the following cases:

- The period of overseas business trips receiving 40% of salary as stipulated in Clause 4, Article 8 of Decree No. 204/2004/ND-CP dated December 14, 2004, of the Government of Vietnam regarding salary policies for officials and public employees and armed forces;

- The period of attending training courses at domestic training institutions for 3 months or more;

- The period of unpaid leave from 1 month or more;

- The period of sick leave, maternity leave exceeding the time limit prescribed by the Social Insurance Law;

- The period of suspension from work.
