Responsibility allowance rates for enterprises and agencies in Vietnam

Recently, the Ministry of Defense issued Circular 61/2008/TT-BQP providing guidance on the application of allowances for trade union officials, youth leaders, women's representatives, and principals, vice-principals of preschools within the military.

Circular 61/2008/TT-BQP stipulates the rates of responsibility allowances for enterprises and other such units as follows:

Applied to elected officials holding the positions of chairman, vice chairman, secretary, deputy secretary of the union, youth, and women's organizations at the grassroots level where there are no dedicated payrolls; and not yet receiving leadership position allowances in governmental positions.

The classification of types of youth union organizations, trade unions, and women's organizations is implemented according to the regulations and guidelines of the General Department of Politics on mass organizations in the Vietnam People's Army.

Allowance rates for enterprises in Vietnam:

- Officials elected to hold the positions of chairman, vice chairman of grassroots unions, member unions, division unions, secretary, deputy secretary of affiliated youth unions, chairman, vice chairman of the women's association at the grassroots level, enjoy a responsibility allowance coefficient of 0.15 to 0.5 compared to the minimum wage.- Based on the proposal of the Communist Party unit; the classification of enterprises; the number of members and organizations under the jurisdiction of the grassroots unit, the direct upper-level authority decides the allowance rate for each position.

Allowance rates for agencies, units in Vietnam:

- For three-tier grassroots organizations:

Chairman of the union, chairman of the women's association, secretary of the grassroots union: coefficient 0.5 compared to the minimum wage; vice chairman of the union, vice chairman of the women's association, deputy secretary of the grassroots union: coefficient 0.35 compared to the minimum wage.

Chairman of the division union, secretary of the affiliated youth union, head of the women's branch: coefficient 0.25 compared to the minimum wage; vice chairman of the division union, deputy secretary of the affiliated youth union, deputy head of the women's branch: coefficient 0.15 compared to the minimum wage.

- For two-tier grassroots organizations:

Chairman of the union, chairman of the women's association, secretary of the grassroots union: coefficient 0.35 compared to the minimum wage; vice chairman of the union, vice chairman of the women's association, deputy secretary of the grassroots union: coefficient 0.25 compared to the minimum wage.

- For one-tier grassroots organizations:

Chairman of the union, chairman of the women's association, secretary of the grassroots union: coefficient 0.25 compared to the minimum wage.

Vice chairman of the union, vice chairman of the women's association, deputy secretary of the grassroots union: coefficient 0.15 compared to the minimum wage.
