Procedures for the lump-sum policy implementation for military personnel participating in combat in battlefields B, C, K and subsequently receiving salary in Vietnam

On December 10, 2024, the Ministry of National Defense of Vietnam issued the Decision 6003/QD-BQP announcing the administrative procedures to be amended, supplemented in the field of policy under the management functions of the Ministry of National Defense.

The procedures for implementing lump-sum policies for commissioned and non-commissioned officers of the military who participated in combat operations in battlefields B, C, K and subsequently became salaried individuals in Vietnam are as follows:

Step 1: The individual or their relative completes a declaration form according to the specified template, attaches the original documents, and submits them to the People's Committee of the commune (ward).

Step 2: The People's Committee of the commune (ward) receives the individual's dossier, then forwards it to the Village Chief to organize an inter-departmental meeting for review, verification, and recommendation for lump-sum policies.

Step 3: Compile the list and dossiers of individuals reported by the Village Chiefs; propose to the Executive Committee of the Veterans Association for a meeting to review and verify the individuals.

Step 4: Organize a public meeting of the Policy Council to review individuals reported by the village and the Executive Board of the Veterans Association.

Step 5: Announce the list of reviewed individuals (after 15 days, if there are no objections or complaints, compile the list and report the dossiers to the District, County People's Committee (via the District Military Command).

Step 6: The District Military Command cooperates with relevant agencies to organize assessment, compile and report to the Provincial, City People's Committee (via the Provincial, City Military Command).

Step 7: The Provincial (City) Military Command cooperates with relevant agencies to organize assessment, compile the list to report to the Military Region (via the Political Department).

Step 8: The Military Region Command, Hanoi Capital Command will organize assessment, issue a decision on policy entitlement for individuals under the prescribed authority, and report to the Ministry of Defense (via the Policy Department).
