On December 31, 2024, the Minister of National Defense of Vietnam issued Circular 122/2024/TT-BQP regulating the implementation of democracy at the grassroots level in the Vietnam People's Army.

Article 5 of Circular 122/2024/TT-BQP stipulates the rights of military personnel, civilian employees, public defense employees, and employees in implementing democracy at the grassroots as follows:

- Have the right to public information and request provision of complete, accurate, and prompt information according to decentralization, ensuring conformity with the law and regulations of the Ministry of National Defense on protecting state secrets and military secrets.

- Participate in giving opinions and implementing democratic contents at agencies, units, organizations, and enterprises according to the regulations in Chapter II and Chapter III of Circular 122/2024/TT-BQP.

- Inspect, supervise, reflect, propose, complain, denounce, and initiate lawsuits against decisions and acts that violate the law on implementing democracy at the grassroots; have the right to be recognized, respected, protected, and ensured of legitimate rights and interests in implementing democracy according to the regulations.

- Be ensured of democratic rights in military-specialization, political, economic-livelihood matters, and rights concerning implementing democracy at the grassroots level according to the relevant legal provisions; enjoy the achievements of the agency, unit, organization, enterprise where they work; be facilitated to participate in learning, training, improving capacity, professional qualifications, and work style.

Obligations of military personnel in implementing grassroots democracy in Vietnam from February 15, 2025

The obligations of military personnel, civilian employees, public defense employees, and employees in implementing democracy at the grassroots are as follows:

- Strictly adhere to the policies and lines of the Communist Party, laws of the State, regulations of the Central Military Commission, the Ministry of National Defense, and the decisions of the leadership of agencies, units, organizations, enterprises and the decisions of the collective of military personnel, collective of employees concerning the implementation of democracy.

- Participate in giving opinions on the contents solicited for opinions according to the regulations in Circular 122/2024/TT-BQP, the regulations of the Ministry of National Defense, and related laws.

- Promptly reflect, propose, complain, denounce to competent authorities when detecting legal violations, regulations of the Ministry of National Defense regarding the implementation of democracy.

- Respect personal dignity, ensure stability, and legitimate rights and interests of agencies, units, organizations, enterprises, and individuals.

Measures to ensure the implementation of democracy at the grassroots in the Vietnam People's Army

The measures to ensure the implementation of democracy at the grassroots include:

(1) Organizing propaganda, education, raising awareness and responsibility for military personnel, civilian employees, public defense employees, and employees regarding the implementation of democracy.

(2) Organizing suggestion boxes and publicizing contact numbers of the leadership of agencies, units, enterprises to receive information from military personnel, civilian employees, public defense employees, and employees. Comply strictly with regulations on democratic dialogue, addressing contents of reflections, proposals, complaints, and denunciations. Actively detect and strictly handle signs of oppression and threats to those participating in giving opinions, reflections, complaints.

(3) Organizing citizen reception according to the legal regulations, promptly addressing matters related to the legitimate rights and interests of citizens.

(4) Promoting the role of mass organizations (youth, trade unions, women) and the Military Council in supervising, social critique; participating in commenting to build the party organization, building agencies, units, enterprises; protecting the legitimate rights and interests of military personnel, civilian employees, public defense employees, employees, members of unions and associations.

(5) Commending and rewarding promptly collectives, individuals, organizations effectively implementing and promoting democracy; detecting and strictly handling organizations, individuals violating the law and regulations of the Ministry of National Defense regarding the implementation of democracy.

(6) Supporting and encouraging the application of science, equipping technical means, and ensuring necessary conditions for organizing the implementation of democracy at the grassroots, suitable with the construction and development of the digital Government of Vietnam and digital Ministry of National Defense.
